Russia has completed the procedure for withdrawing from the Treaty on Conventional Armed Forces in Europe (CFE). About it it says in a statement by the Russian Foreign Ministry.

“At 00:00 on November 7, 2023, the procedure for Russia’s withdrawal from this treaty, provided for by the CFE Treaty, was completed. Thus, the international legal document, the validity of which was suspended by our country back in 2007, has finally become history for us,” the statement said.

Along with the CFE Treaty, two agreements also lost force – the so-called Budapest Agreement of November 3, 1990 and the Flank Document of May 31, 1996. The purpose of the first was “to determine the levels of conventional weapons for each of the participants in the then Warsaw Pact,” and the second was intended to resolve “the problem of flank restrictions that arose in connection with the demise of the USSR.”

The Foreign Ministry emphasized that, given the involvement of Western countries in the conflict and Finland’s accession to NATO, “even the formal preservation of the CFE Treaty has become unacceptable from the point of view of Russia’s fundamental security interests.”

The Treaty on Conventional Armed Forces in Europe (CFE) was signed in Paris on November 19, 1990 between 16 NATO member states, including Belgium, Great Britain, Germany, the United States and other countries, as well as members of the Warsaw Pact Organization (Bulgaria, Hungary, Poland , Romania, USSR and Czechoslovakia). In 2007, Russia suspended participation in the treaty until NATO countries “began to implement this document in good faith.”
