The Almanac was prepared by the Intelligence Express Laboratory (LIEKS). As stated on the project website, LIEX was created to “analyze and systematize open information related to the activities of intelligence services around the world, generalize experience, problems, strengths and weaknesses, miscalculations at different historical stages.”
The co-directors of LIEX are Ruslan Pukhov, director of the Center for Analysis of Strategies and Technologies, and Rustam Churyakov, general director of the Fintechproject National Consulting Bureau.
