The first day of elections ended in those subjects of the Russian Federation that organized a three-day vote. The overall voter turnout at the DEG was from 45% to 70% at 21:00 in different regions of the Russian Federation.
Moscow became the eighth region where online voting is used. The capital uses its own voting platform, and to stimulate participation in the DEG, the Million Prizes program (discounts, promotions, gifts for voters) has been organized.
With the help of the DEG in Moscow, by 20.00, 1,006,499 voters (13.31% of their total number) had voted, Dmitry Reut, deputy chairman of the Moscow City Electoral Committee, told Vedomosti. According to him, this level of “online turnout” is comparable to the results of last year, when elections to the State Duma were held – then 1.3 million Muscovites also voted online on the first day.

At the same time, some politicians have already used the DEG for voting, in particular, Deputy Chairman of the Security Council Dmitry Medvedev and Speaker of the Moscow City Duma Alexei Shaposhnikov. Presidential Press Secretary Dmitry Peskov confirmed Vedomosti that Vladimir Putin will take part in the elections, but did not disclose in advance whether he will vote online. Moscow Mayor Sergei Sobyanin has also not yet voted in the municipal elections in the capital.
Which of the governors took advantage of the DEG
The head of the region, Roman Starovoit, preferred to vote in the DEG in the elections of deputies of the Kursk City Council. Pskov Governor Mikhail Vedernikov recorded an appeal in which he called for participation in the DEG in the elections to the Pskov City Council. The acting head of the Yaroslavl region, Mikhail Evraev, has not yet voted for himself (deputies are also elected in the capital of the region), and the governors of the Kaliningrad and Novgorod regions Anton Alikhanov and Andrey Nikitin voted in the “traditional” way.
During the first voting day on September 9, 195,824 people used paper ballots.
Taking into account the “traditional” and online voting, the turnout in the elections of municipal deputies in Moscow was 16.7%. During the previous election campaign in 2017, only 1,042,431 people voted in the local elections in the capital – 14% of the total number of voters.
The overall turnout in 2022 is likely to be higher precisely due to voting in the DEG, experts said at the FORGO round table. According to their forecasts, the elections will attract 28-32% of Muscovites.
Reut noted that during September 9, the commission received about 30 appeals: “They mainly concerned the election campaign – somewhere [возле участков] they didn’t remove the posters, they left the cars with APM.”
“We’ve been monitoring transactions [при голосовании] online from 8:00 a.m.: the number of voters began to gradually grow from zero, ”Vadim Kovalev, head of the public election observation headquarters in Moscow, told Vedomosti (initially, the mark on the site differed from zero, but the failure was corrected). He added that there could be problems with voting when connected to public WiFi networks.
Elections as a whole are really calm compared to previous years, political scientist Alexander Nemtsev believes: “There are no those in Russia who will rock this process. The “new people”, for example, do say that they have a voter in the DEG and are likely to score a good result.” Traditionally, the DEG is criticized in the Communist Party of the Russian Federation, but this time the patriotic consensus influences the situation, and the parties have calmed down, the expert believes.
Competitors do not actually criticize each other, says political analyst Yevgeny Minchenko. There was a “consolidation around the flag”, and this affected the elections, he notes: “Elective posts are no longer considered a prize.”
