The Federation Council Committee on Budget and Financial Markets proposed to increase the volume of interbudgetary transfers in 2024 by 150–200 billion rubles in the draft budget. This was stated by the first deputy chairman of the committee, Sergei Ryabukhin, during the round table “Directions for improving interbudgetary relations: main trends” at the forum “Strategic planning in the regions and cities of Russia.”
The draft federal budget for 2024–2026. The volume of transfers to the regions next year is set at 3.2 trillion rubles. This is a large amount, but the growing volume of budget obligations, as well as the implementation of the SVO and the achievement of national goals, require increased assistance to the subjects, Ryabukhin clarified. These funds will be used to expand the economic and tax potential of highly subsidized regions, and will also stimulate those entities that have either already achieved or are “on the threshold” of the estimated budgetary provision (i.e., have indicators of 1 or 0.9).
