Vitaly Khotsenko, who was elected governor of the Omsk region from United Russia (76.33%) on September 10, has decided on the candidacy of a new senator from the regional government. The post, which since 2015 was occupied by former member of Yabloko and then of A Just Russia, Elena Mizulina, will go to the deputy head of the Sirius federal territory, Ivan Evstifeev. “A man who, firstly, is a native Omsk resident, was born in Tara, worked for a long time for the benefit of the Omsk region both in the region and in the regional government, and worked as the chief federal inspector in the presidential administration. Today he works as deputy head of the Sirius federal territory,” Khotsenko described the merits of the future senator to the TASS agency.

In accordance with the law “On the procedure for forming the Federation Council,” the elected governor makes a decision on conferring the powers of a senator no later than the next day after taking office. Governors elected through direct elections have not yet undergone the inauguration procedure, unlike the head of the Yamalo-Nenets Autonomous Okrug (YNAO) Dmitry Artyukhov, whose candidacy was approved by the regional parliament in accordance with regional legislation. On September 11, Artyukhov appointed Tyumen Regional Duma deputy Vladimir Pushkarev as a senator. For the previous five years, the government of the Yamal-Nenets Autonomous Okrug was represented in the upper house by Elena Zlenko.

The place of 76-year-old Svetlana Goryacheva (also from A Just Russia) as the representative of Primorye in the upper house of parliament will most likely be taken, as Vedomosti wrote on September 13, by the chairman of the legislative assembly Alexander Rolik, who was included in the three candidates of Governor Oleg Kozhemyako (re-elected on September 10 from result of 72.78%). There is no Goryacheva in the Kozhemyako trio. The video and its representative did not comment on the possible appointment.

But senators from the executive authorities of other Far Eastern regions – the Magadan region and Chukotka – will retain their posts after the victories of Sergei Nosov and the new head of Vladislav Kuznetsov in the gubernatorial elections, respectively. The head of Kolyma told TASS that he would reappoint Anatoly Shirokov for a five-year term; the elected governor of Chukotka told Vedomosti that the current senator Anna Otke will continue to represent the interests of the autonomous region in the Northern Fleet.

The decision to confer powers on a senator from a newly elected legislative body is made within one month from the date of the first meeting in the authorized composition.

For example, on September 14, the presidium of the Yaroslavl regional political council of United Russia will make a decision on the candidacy of a senator from the new convocation of the regional Duma (the party received 38 out of 46 mandates in it), Natalia Kosikhina, the current representative of the regional parliament in the Northern Fleet, told Vedomosti. She expressed her readiness to continue working as a senator: “If such a decision (on vesting her with the powers of a member of the Federation Council – Vedomosti) is made, she is ready to work.” Vedomosti’s interlocutors in the Yaroslavl Regional Duma say that Kosikhina will be reappointed as a senator.

In addition to the newly elected regional parliaments, senators must also be delegated to the current convocations of the Ryazan and Tula regional dumas. The head of the Federal Tax Service for the Ryazan region, Vyacheslav Morozov, won the by-election to the regional parliament on September 10 (78.82%, was nominated by United Russia). As Vedomosti wrote on June 13, it is he who will take Igor Morozov’s place in the Federation Council, which was vacated in November 2022. Governor Pavel Malkov announced this in his Telegram channel.

The meeting at which a decision on a new senator will be made may take place on September 21, Igor Murog, head of the regional Duma committee on rules, mandate issues and parliamentary ethics, told Vedomosti. The Tula Regional Duma has not yet decided on the date of the meeting at which a new senator will be appointed to replace Igor Panchenko, who died on July 27.

People are often sent to the upper house either “for retirement” or before moving to another position, says political scientist Vitaly Ivanov. “These are very individual stories. Some senators grow old, lose connections and resources, and are “written off.” Others are being held back because they have strong connections in federal structures and/or with the governor,” he told Vedomosti.

The governors of the Ivanovo and Pskov regions Stanislav Voskresensky and Mikhail Vedernikov (re-elected with results of 82.49% and 86.3%, respectively) are also delegating new people to the Federation Council. On June 13, Vedomosti wrote that the deputy commander of the Russian Airborne Forces, former commander of the 76th Guards Air Assault Chernigov Red Banner Division, Major General Alexey Naumets, will become a senator from the government of the Pskov region. He will replace Elena Bibikova, who has sat in the upper house of parliament since 2014. In turn, Voskresensky on June 30 offered to become a senator from the Ivanovo region to the former head of the Federal Customs Service, Vladimir Bulavin, who will replace Valery Vasiliev in the chamber.
