The plenary meeting on February 7 began with a consideration of the statement prepared by the international and defense committees “On the direct responsibility of the states of the collective West that supply weapons to the Kyiv regime for the deaths of civilians of the Russian Federation.” Speaker spoke Vice Speaker Konstantin Kosachev. He recalled that Ukraine “with frightening regularity carries out attacks, unmotivated from a military point of view, on civilian targets and peaceful settlements of the Russian Federation.” “Belgorod, Donetsk, Lisichansk, dozens, hundreds of dead,” Mr. Kosachev listed.

According to him, “this is how terrorists hit their targets”: “to sow panic, fear, to cause terror.”

These strikes could not be carried out without the use of weapons supplied to Kyiv by the collective West, since Ukraine itself either did not have or did not have long-range weapons left, continued Konstantin Kosachev.

“They pretend that they have nothing to do with it, and when they supply weapons, they say they agree with the Ukrainian side that the so-called rules of war will be observed, and the main rule of war is not to hit civilians. They allegedly agree that they will not strike on the territory of the Russian Federation, and all other strikes will be coordinated,” the vice speaker continued. “But we see that this is obviously not the case.” Either the Ukrainians are lying to their Western patrons, or the Westerners, together with the Ukrainians, are lying to the entire world around them.”

The speaker was warmly supported by the Speaker of the Federation Council Valentina Matvienko. “It is very important that the citizens of Germany, France, Great Britain, the USA, and the Czech Republic hear this information… With their tacit consent, these weapons are used exclusively against civilians and civilians, civilian infrastructure – hospitals, schools, buses,” — she explained the meaning of the address.

The continued supply of weapons to Ukraine makes “the states of the collective West direct accomplices in the crimes of the Kiev regime,” which bear responsibility for the deaths of civilians, the destruction of civilian infrastructure and gross violations of international law, according to a statement that the upper house addressed to the parliaments of the United Kingdom, the United States, and Germany , France, the Czech Republic and other NATO member states. In addition, the document will be sent to the UN, the Inter-Parliamentary Union, the Interparliamentary Assembly of the CIS Member States, the CSTO Parliamentary Assembly and the Parliamentary Assembly of the Organization for Security and Cooperation in Europe. The statement was supported unanimously by the senators.

Next, the upper house considered the resonant law on the confiscation of property for crimes against the security of Russia, including the dissemination of fakes about the army.

The initiative, we remind you, expands the list of offenses for which this criminal law measure is provided, and makes changes to two articles of the Criminal Code – on the dissemination of fakes about the army (Article 207.3) and on calls for activities directed against the security of the state (Article 280.4 ). The law provides for the confiscation of property from convicts who committed these crimes for hire and for mercenary reasons.

The first deputy chairman of the constitutional committee, Vladimir Poletaev, who presented the law, recalled that the draft was introduced by 395 State Duma deputies, and during the consideration, amendments prepared by senators led by committee chairman Andrei Klishas were taken into account. “In essence, the current system does not change, the institution of confiscation, as in the current legislation, is not a punishment, but a measure of criminal law, designed to prevent further commission of a crime by preventing the use of property for its commission or financing, as well as to have a preventive effect “said Mr. Poletaev. He also emphasized that since 2006, the possibility of confiscation of property by court decision has been applied, including in relation to weapons, equipment and other means of crime.

Despite these explanations, senators had questions. Thus, Sergei Tsekov asked what exactly would be confiscated from “certain figures abroad who discredit, insult Russia, perform there, hold concerts, and earn decent money.” “The money they earned, or the property that remained in Russia?” – asked the senator. Vladimir Poletaev explained that the investigator will decide in each specific case, adding: “I can say: yes, these will be fees that a specific person receives.”

“Once again, Vladimir Vladimirovich, I ask you to answer clearly,” Valentina Matvienko took the floor. “After finalizing this law (I know that both deputies and senators made amendments) – does not a single article violate the Constitution? Doesn’t it violate the rights of citizens?” In response, Mr. Poletaev again assured that the institution of confiscation as a measure of a criminal law nature exists in the current legislation and is actively used in practice. “All decisions will be made by the court; we have no other tasks,” the speaker added.

After this, Deputy Speaker of the State Duma Irina Yarovaya, who was present at the meeting, spoke and said that the law is aimed at “cutting off sources of financing” for the most dangerous crimes in the security sphere.

She recalled that confiscation will also apply to property obtained as a result of the commission of a crime. “Two types of confiscation that are currently present in Russian legislation – confiscation of sources of financing and funds and property obtained as a result of the commission of a crime – will apply to specific compounds. A list of 11 compositions for which the deprivation of awards is provided has also been prepared,” the deputy emphasized.

Senator Taimuraz Mansurov also spoke in support of the initiative, reminding “lovers of endless muttering” about prohibitions that all sacred commandments are associated with prohibitions. “Don’t steal, don’t bear false witness… A law without sanctions is just a call to prudence,” Mr. Mansurov concluded pathetically. After this, the law was approved unanimously.
