The Federation Council approved the law on the abolition of informing the Secretary General of the Council of Europe (CoE) about martial law and states of emergency in Russia. About it reported on the page of the upper chamber “VKontakte”.

The senators voted unanimously. The law was supported by 156 parliamentarians.

It is noted that now, in the event of the introduction and lifting of a state of emergency or martial law, the Ministry of Foreign Affairs of the Russian Federation and the President of the Russian Federation will be obliged to notify only the UN Secretary General, and through him, the member states of the organization.

State Duma accepted in the third reading of the amendment to Art. 37 “On the State of Emergency” and Art. 22 “On martial law” October 12. The bill was introduced by Russian President Vladimir Putin.

On February 25, 2022, the Council of Europe decided to limit Russia’s rights in the organization due to a special operation in Ukraine, and then the Committee of Ministers decided to immediately expel Russia. In March of the same year, Russia announced its withdrawal from the Council of Europe and began the corresponding procedure.
