The Federation Council Committee on Constitutional Legislation approved laws clarifying the procedure for electing the President of Russia. They will be considered at the 554th meeting of the Federation Council.
Law improves the rules governing the election of the President of Russia, taking into account previously introduced changes to the electoral legislation in the Federal Law “On the Election of the President of the Russian Federation”.
One of the amendments allows photo and video recording at polling stations exclusively for observers and accredited media representatives working in editorial offices on the basis of an employment contract. At the meeting of election commissions, when establishing the results and determining the voting results, representatives of the media who meet the previously established requirements are also admitted.
An obligation is also being introduced for a registered candidate, if he has a criminal record, to provide the commission with a written notification of this.
Second Law was introduced by the Parliament of Kabardino-Balkaria. It regulates the conduct of election events under martial law, in military units and outside Russia. According to the bill, the Central Election Commission is given the right to make changes to the procedure for holding elections during martial law.
The bill also limits photo and video recording on the territory of polling stations located in military units. According to the new amendments, accredited media representatives working under an employment contract and having received permission from the commander of a military unit will also be able to film.
At polling stations outside the country, the voting time can be changed by decision of the head of the diplomatic mission or consular office of Russia in the event of a threat to the life and health of citizens.
