The Federation Council approved a law that establishes a single allowance for low-income families, as well as for pregnant women. It will be introduced from the beginning of 2023. The measure does not introduce new payments and is intended for families with an income of less than one regional subsistence minimum per person.
The State Duma adopted the law on benefits the day before, on November 15. Its size will be 50%, 75% or 100% of the regional subsistence minimum.
Families will be able to apply for a single allowance through a personal account on the public services portal, through a branch of the MFC or the Social Fund. The increased amount of payments is provided for if, when assigning the base amount, the average per capita family income is still less than the subsistence minimum. The allowance is assigned to each child up to 17 years of age. The support measure can cover 10 million children.
