Since January 1, a system for automating the payment of taxes has been launched in Russia. The Federal Tax Service has acquired the right to automatically debit money from a taxpayer’s virtual wallet (Unified Tax Account, UNS). The taxpayer transfers payments to the UNS, and the tax authorities independently distribute them on account of the payment of all taxes. A positive value on the account indicates an overpayment of taxes or a tax deduction, and a negative value indicates debt to the budget. In total, the new mechanism covers 72.7 million taxpayers. The system was introduced, among other things, to solve the problem of massive erroneous payments.
The representative of the Federal Tax Service called the new mechanism a service solution. He clarified that when writing off the budget, the budget will receive only the amount indicated in the tax notice, the remaining funds in the account will continue to be stored in the UNS.
The agency explained that if there are not enough funds in the account to pay the tax in full, the debt will be partially repaid. With several outstanding obligations, repayment will be carried out proportionally, a tax official told Forbes.
With a positive balance on the UNS, funds will be debited primarily to pay off earlier debts, which, according to the interlocutor of the publication, will save the taxpayer from charging penalties.
After switching to the UNS, some entrepreneurs faced with unreasonable display in personal accounts of a negative balance, that is, debt to the budget. To solve problems with the transition to the new system, the government until June 30 increased Deadline for submitting claims for payment of tax debts and applying disciplinary measures .
In addition, as a result of the transition to the UNS, there were delays in the transfer of personal income tax to the regional budgets. The head of the service, Daniil Egorov, estimated the amount of personal income tax lost by the regions at 188 billion rubles. During the presentation of the Federal Tax Service’s report to the Federation Council in May, Mr. Yegorov said that the money would reach the regions before the end of the year. For the rest, he thinks the problems of the UNS have been generally resolved – previously limited in functionality, personal accounts of taxpayers are opened, and the amounts of payments credited with errors are rapidly declining.
