On September 19, Azerbaijan announced the start of “anti-terrorist measures” necessary for the “restoration of the constitutional order” in Nagorno-Karabakh. During the Baku operation, six Russian peacekeepers were killed, the Azerbaijani Prosecutor General’s Office reported. Five died when the car was fired upon by the Azerbaijani military, one died when the Kamaz was fired upon by “unidentified members of illegal Armenian armed groups.” Azerbaijan promised to investigate the incident.

In early October, the Russian Ministry of Defense reported that Russian peacekeepers had closed temporary observation posts along the former line of contact in Nagorno-Karabakh, and an observation post in the Askeran region had also been closed.
