The state, which by and large has enough money to provide social policy, imposes the costs of building schools and kindergartens on developers. These expenses are considerable – at least 20 percent of the cost of apartments. At the same time, they would like to buy new housing, including people who are not going to have children, pensioners and just spouses of an age who have already given birth to offspring. And young people in such a situation are deprived of the opportunity to purchase apartments in the primary market.

To be honest, developers do not do this at their own expense, investing the construction of schools and kindergartens in the cost of the project. Construction is a systemic support of the country’s economy. It is necessary to support both the primary and secondary markets. You can not separate the secondary from the primary, otherwise there will be a failure in the industry. This is an indispensable condition for the development of renovation programs, overhauls, and so on,” says Vasily Selivanov, general director of the Petersburg Real Estate construction company, who was categorically against the obligation to build kindergartens and schools.
Selivanov claims that the situation now, to put it mildly, is not good. And if it gets worse than it is now, people, in principle, will not be able to buy housing.
What the Russians pay money for is double the cost. If developers did not have obligations to build so-called social facilities, the price of housing would fall by half. But from now on, in order to return consumer demand, developers will have to build houses like “3rd Street Builders from the Irony of Fate,” the expert says.
– If the state continues to shift all these obligations to developers, we will include this in the cost of the project. I’m talking about the financial model of projects. Kindergartens and schools play a significant role in the cost structure, says Selivanov.
The state tells developers about social obligations, but the increase in the cost of apartments has nothing to do with social obligations, the speaker concludes.
