The experiment of the digital order

The Ministry of Digital Development proposes to conduct an experiment on the use of personnel electronic document management in government agencies next year. It is planned that, in addition to Maksut Shadayev’s department itself, the Federal Treasury and the Federal Tax Service will participate in the “pilot” – they have the largest number of state civil servants, as well as territorial bodies. The Ministry of Digital Development expects that the experiment will contribute to the comprehensive digitalization of interaction processes in government agencies. In addition, the transition to electronic documents in personnel will reduce the costs of departments, experts say.

The Ministry of Digital Development has developed a draft government decree on conducting an experiment on the introduction of electronic personnel document management (EKD) in government agencies from April 1 to October 1, 2023 (posted on regulation.gov.ru). It is assumed that the Ministry of Digital Finance, the Federal Treasury and the Federal Tax Service and citizens who wish to get a job in them will participate in the “pilot”. For civil servants and citizens, except for employees of specialized structural units in the “pilot” departments, participation will be voluntary.

Now the possibility of conducting ECD in the civil service is not regulated, the execution of personnel documents, including a service contract, appointment orders and other orders, is carried out on paper. However, the “pilot” of the possibility of paper personnel workflow will not completely cancel, the Ministry of Digital Development notes. So far, we are talking only about approbation and subsequent implementation of ECD in government agencies. The implementation of the experiment will be recorded in the FSIS “Unified Information System for Managing the Personnel of the State Civil Service of the Russian Federation”. Answering the question of “Kommersant”, what was the reason for the choice of participants, the Ministry of Digital Finance explained that the Treasury and the Federal Tax Service are departments with the largest number of federal civil servants and territorial bodies, and the results of the ECD experiment will be as representative as possible; Mintsifra is included in it as a regulator of information technology.

According to Rosstat, at the end of 2020 in the Russian Federation, the total number of civil servants in federal and regional authorities amounted to 660.5 thousand, the states were staffed by 90.9%. It is assumed that a civil servant in the course of the experiment will sign legally significant ECD with an enhanced qualified electronic signature. The Ministry of Digital Development notes that providing employees with electronic signatures will not entail an increase in costs – and the experiment will allow us to evaluate the effectiveness of personnel work in government agencies and ensure its client-centricity. The explanatory note notes that the “pilot” does not apply to work books and electronically generated information on labor activity, documents on dismissal and dismissal in accordance with the labor legislation of the Russian Federation. Documents on labor protection, accident reports and others, which are signed by third parties who do not have the technical ability to sign using a single system, will also remain on paper.

Recall that at the end of November last year, a law was adopted on the introduction of electronic document management in the field of labor relations and for business. Employers will be able to conduct personnel electronic document management (KEDO) on the Work in Russia platform and through their information systems (see Kommersant of November 17). “The more employees and HR specialists in an organization, the more expensive it is to maintain HR documents on paper. For example, for a company with 500 employees and three HR specialists, the costs will be about 3.2 million rubles. per year, ”said Kommersant at the SKB Kontur. The use of electronic personnel documents helps to reduce costs by two to five times, depending on the degree of EDI automation.
