In the declarations of income of the former leader of the Communists of Russia party and now a former deputy of the legislature of the Ulyanovsk region, Maxim Suraikin, the prosecutor’s office of the Ulyanovsk region revealed inconsistencies. The department says that the funds spent by the deputy on the acquisition of land plots could not have been received at the expense of the official income of the deputy for the previous three years, and the funds available in his accounts are also many times higher than his total three-year income. At the same time, according to the department, the deputy did not provide convincing evidence of the legality of these funds. In just two lawsuits to the court, the prosecutor’s office intends to demand that property and funds worth about 1 billion rubles be turned into state revenue. Maxim Suraikin suggests that “political persecution is underway” and claims that he has all the evidence of the legitimacy of the income.

As it became known to Kommersant-Volga, the Tverskoy District Court of Moscow is considering the suit of the prosecutor of the Ulyanovsk region against the former leader of the Communists of Russia party (KPKR), ex-deputy of the legislative assembly of the Ulyanovsk region Maxim Suraikin. The lawsuit was filed by the regional prosecutor back in April 2022. According to the court, an interview was held in June, the court session, scheduled for July 20, was postponed due to the need to “claim evidence.” As explained to Kommersant-Volga in the prosecutor’s office of the Ulyanovsk region, the lawsuit filed by the prosecutor is about the conversion of the deputy’s property into the income of the Russian Federation, for which evidence of its acquisition with legal income was not presented.

Maxim Suraikin (at that time the chairman of the Central Committee of the Communists of Russia party) was elected to the legislature of the Ulyanovsk region on the lists of the KPKR in September 2018 (the party overcame the five percent barrier, received one mandate). Then, as the leader of the faction, he became vice-speaker of the Legislative Assembly. In the Communist Party faction, the Legislative Assembly of the Communist Party of the Russian Federation is called a spoiler party, in the presence of which the former governor of the region Sergey Morozov, who had a constant confrontation with the Communist Party of the Russian Federation, was interested in the Ulyanovsk region. A number of scandals in the legislature of the region were connected with the confrontation between Maxim Suraykin and the Communist Party faction.

March 18 “extraordinary congress” of the party Maxim Suraikin was displaced from the post of Chairman of the CPC. Part of the former leadership and composition of the party, calling the extraordinary congress a “coup”, continues to consider Mr. Suraykin as its leader and is trying to challenge the registration of the decision of the extraordinary congress in court. After being dismissed from the post of chairman, Maxim Suraikin announced that he signed up as a volunteer in the DPR, in connection with which on March 23 he submitted a letter of resignation from the post of vice-speaker, and on August 2 he sent a letter of resignation to the credentials committee of the legislative assembly, explaining that “he spends a significant part of his time on the territory of the DPR and LPR.” Legislative Assembly last Wednesday satisfied a statement without discussion, although the Communist Party faction planned to declare the need to “send Maxim Suraikin to resign for other reasons.”

Among the “other circumstances” in the Communist Party faction are the violations committed by Maxim Suraykin when submitting annual information on income.

Dmitry Grachev, chairman of the commission for monitoring the accuracy of information about the income of deputies, Dmitry Grachev, confirmed that the commission revealed violations in Mr. Suraykin’s declarations, having transferred the materials to the prosecutor’s office and the mandate commission, but by that time Maxim Suraykin had already submitted an application for the resignation of the deputy.

The prosecutor’s office of the Ulyanovsk region “Kommersant-Volga” explained that the lawsuit filed with the Tverskoy court of Moscow refers to six land plots in the Odintsovo district, acquired by the deputy in 2019 for 82 million rubles. (now five of them have been sold, leaving one worth 72 million rubles), and “since the amount significantly exceeds the total income for three years,” the deputy must provide evidence of the legality of receiving all these funds.

Maxim Suraykin provided the commission with an agreement with a certain individual from whom he borrowed money, “however, the data of the tax service show that that person could not have had such income to ensure the issuance of a loan, his income is many times less.”

“And in such circumstances, when there is no evidence of legitimate sources of funds, the prosecutor must file a lawsuit with the court,” the prosecutor’s office explained. The department also noted that in court the defendant’s representative presented additional evidence that Mr. Suraykin still had income of 1.5 billion rubles. (Mr. Suraikin is the owner and co-owner of 14 companies, most of which work in the IT field). “But if so, then the question arises why these incomes were not indicated by the deputy in the income declaration, and then what does the loan agreement have to do with such personal income,” the prosecutor’s office noted.

The interlocutors in the department also noted that another lawsuit from the prosecutor’s office against Maxim Suraykin has now been prepared – about turning about 900 million rubles into state revenue, this time according to his declaration for 2021, “which contains information on eight accounts of the deputy in the amount of about 1 billion rubles”, “among them are large transfers from individuals, for tens of millions of rubles”. “And if the accumulated funds exceed his income for three years, the deputy must explain the legality of the origin of these funds, the prosecutor’s office notes. “Suraikin explained that these funds were needed to implement the idea of ​​building an eco-park near Moscow, but this is difficult to accept as evidence, since no construction projects were presented,” the prosecutor’s office said, noting that Mr. Suraykin did not give other explanations to the commission on income.

Maxim Suraikin himself said in an interview with Kommersant-Volga that “all information on income was given in full, there are relevant documents for each ruble, there is all evidence of sources of income”, “the prosecutor’s office, without conducting a special examination, has already done conclusions”.

“What difference does it make to me where the lender got the money from? This is his responsibility. If he robbed a bank, then he will go to jail for it. And I took the loan honestly,” Maxim Suraykin said, noting that “apparently, the command was given for the political persecution of the opposition.”

He also emphasizes that in the second lawsuit, if there is one, there is all evidence of the legality of the funds received. “If the court is on the side of the law, then the prosecutor’s office will 100% refuse to satisfy the claims. And if I win these courts, then, accordingly, claims will be made against the prosecutor’s office in order to at least pay for the work of a lawyer, ”the ex-deputy noted.
