Ukraine does not have the support of most countries on the issue of excluding Russia from the UN Security Council. This was stated by Vice-Chancellor of the Estonian Foreign Ministry Märt Volmer in a conversation with ERR.

“In this case, it should be taken into account that, unfortunately, Ukraine does not have very large international support on this issue,” Volmer said.

He noted that Estonia is a supporter of Ukraine on issues related to the isolation of Russia in various international organizations. Volmer stated that this was a “very good and correct” direction.

According to him, the issue of revising the permanent membership of the Russian Federation in the UN Security Council could be raised if the majority of states were interested in this. Volmer added that there are no countries that see the need to exclude the Russian Federation from the UN. This initiative does not seem feasible, now it is not worth wasting time on it, concluded the Vice Chancellor of the Estonian Ministry of Foreign Affairs.

On December 26, Ukrainian Foreign Minister Dmitry Kuleba said that Kyiv would raise the question of the legitimacy of Russia’s presence in the UN Security Council. On the same day, a statement appeared on the agency’s website calling for Russia to be stripped of the status of a permanent member of the UN and to exclude the country from the UN as a whole.

After the start of Russia’s special operation in Ukraine on February 24, representatives of Western countries repeatedly proposed to exclude Russia from the UN Security Council. The Russian Federation is a permanent member of the UN Security Council. To exclude it from the organization, it is necessary to adopt an amendment to the UN Charter, which must be approved by all permanent members. At the same time, Russia may veto such an initiative.

23 December European Council President Charles Michel declared on the need to develop a mechanism for suspending Russia’s membership in the UN Security Council. At the same time, he noted that it is impossible to do this now, since the decision will lead “the very concept of UN security to a dead end.” According to him, sooner or later, the UN system will still have to be reformed.

In October, Russian Foreign Minister Sergei Lavrov also spoke about the overdue reform of the UN Security Council. At the same time, he stressed that the exclusion of Russia from the organization is impossible.
