Russia in 2022 took 42nd place in the ranking of countries in terms of the level of development of e-government (a total of 93 states in the list). At the end of 2020, the position of the Russian Federation was higher – 36th place. Now it is located between Argentina (41st) and China (43rd). Also among the closest neighbors are Belgium (39th), Serbia (40th) and Croatia (44th). The value of the e-government development index in the Russian Federation is 0.8162 points, which is higher than the global average of 0.6102 points.

The sub-index of public online services is an assessment of the accessibility of receiving services through official channels. The telecommunications infrastructure sub-index is the arithmetic average of four indicators (per 100 inhabitants): the number of Internet users, mobile and wireless broadband subscribers, and fixed broadband access. The human capital sub-index includes an assessment of the adult literacy rate; enrollment ratio in primary, secondary and higher education; expected years of schooling; and average years of schooling.

The UN experts ranked the Russian Federation among the countries with a very high level of the EGDI index (which is largely due to high or very high indicators in the field of human capital and telecom infrastructure), which, at the same time, need to pay more attention to improving the provision of online services. It should be noted that in April of this year, the Russian government approved a document according to which all public services by the end of 2023 will be provided in electronic format. According to the authorities, this should reduce paperwork, save time and money for citizens, and significantly reduce the time for providing services.
