The State Duma plans to consider amendments to the laws on emergency and martial law introduced by Russian President Vladimir Putin in September. About it reported in the Telegram channel of the lower house of parliament.
State Duma Chairman Vyacheslav Volodin sent the bill to the relevant committee. He explained that “systemic work is underway to correct Russian legislation” in connection with Russia’s withdrawal from the Council of Europe.
“The bill will be considered by deputies at the beginning of the autumn session in September,” the State Duma said in a statement.
The day before, Putin submitted to the State Duma a bill amending the laws “On the state of emergency” and “On martial law.” These changes exclude from the laws the need for the Russian authorities to inform the Council of Europe in the event of the introduction or termination of martial law or a state of emergency in Russia. Such an obligation remains only with the UN. Deputy Foreign Minister Oleksandr Hrushko was appointed as the official representative during the consideration of the bill in parliament.
Lawyers explained According to Vedomosti, that the president proposes to introduce technical amendments, a “revision of Russian legislation” is taking place. The bill was submitted belatedly due to its insignificance, experts believe.
On February 25, 2022, the Council of Europe decided to limit Russia’s rights in the organization due to a special military operation in Ukraine, then the Committee of Ministers decided to immediately exclude Russia. In March, Russia announced its withdrawal from the Council of Europe and began the corresponding procedure.
