At the end of April, Vladimir Putin signed a decree transferring to the Federal Property Management Agency for temporary management 98.23% of the shares of Fortum JSC (manages the TGK-10 company, owned by the Finnish concern Fortum) and 83.73% of Unipro JSC (manages five hydroelectric power plants, owned by the German Uniper concern). The Finnish company called the actions of the Russian authorities a “violation of international law.” On May 11, the press secretary of the Russian President Dmitry Peskov stated that there were no decisions on the nationalization of Fortum.
In July, Putin signed a decree transferring the Baltika brewing company to temporary state management, and its owner, the Danish company Carlsberg, which announced its departure from Russia in March 2022, accused the Russian authorities of “theft of business.” On December 6, Vedomosti wrote that Baltika President Taimuraz Bolloev approached the head of the Federal Property Management Agency with a proposal to nationalize the company. An interlocutor close to the Ministry of Finance noted that today there are no precedents for nationalization: foreign assets are under management.
