The State Duma adopted in the first reading bill on criminal liability for crimes committed by volunteers during military operations in the Northern Military District. The initiative is designed to equalize the responsibilities of military personnel and volunteers.
The authors of the initiative note that volunteer formations perform combat missions on an equal basis with military personnel of the Russian army. However, now volunteers do not bear criminal liability for refusal to perform a combat mission, desertion, loss or intentional damage to weapons, as well as for voluntary surrender.
According to the bill, it is planned to bring volunteers to criminal liability during mobilization, martial law, wartime, in conditions of armed conflict or combat operations. The authors of the legislative initiative were a group of deputies from United Russia: Andrey Kartapolov, Andrey Krasov, Dmitry Sablin, Yuri Shvytkin. The bill was introduced to the State Duma on November 10.
