“I proposed dividing the stars who left Russia into three categories,” Andrei Svintsov, deputy chairman of the State Duma Committee on Information Policy, Information Technologies and Communications, explained to MK. – The first is those who left, who throw mud at Russia. Their various actions (some of them even manage to finance the Ukrainian Armed Forces) fall under the Criminal Code and criminal articles, with criminal punishment in the form of imprisonment. There can be no forgiveness for this category of citizens. People did this consciously, deliberately and, as a rule, repeatedly. That is, they are systemic enemies of Russia; if they return, they must be arrested, tried to the fullest extent of punishment, and there can be no leniency towards them.

The second category: those who simply left. For a year, two, three – I just went to work somewhere. This was before the SVO and will be after. We are not prohibited by law from leaving Russia, we are not the Soviet Union, we do not have an Iron Curtain – and the president has spoken about this many times. Moreover, no one prohibits citizens of the Russian Federation of any profession from working abroad. I think that it makes no sense to look for any negative intentions and motives in such people – people have different psyches, someone got nervous, left to work somewhere and returned. Well done! If he worked a lot during a long vacation or a long business trip, even earned money there, but did not say a single bad word about Russia, about the president, about a special military operation or about the army and there is no confirmation of this, then he does not wash at all There will be no claims or sanctions. This is our citizen who earned money. We will be glad if he returns them to Russia.

As for the third category, who left and somewhere there said something negative, they were dissatisfied with something, but their statements do not fall within the scope of the Criminal Code, which prescribes criminal punishment in the form of imprisonment. These dissatisfied citizens who did not support the country or expressed something negative about Russia must publicly repent. Let the people decide what form their repentance will take.

If our citizens deem it necessary, they will turn to the deputies of the State Duma and say that in relation to such comrades: artists, musicians, writers and journalists – who have not committed crimes, but in one form or another did not support the SVO, we ask you to amend the Administrative Code offenses, add some types of physical punishment to the Code of Administrative Offences.

If these “creators,” let’s call them that, agree to such punishment, let them come, they will be publicly flogged, they will publicly apologize to the citizens of Russia and the president of the country, and let them continue to work. But for such people it is necessary to create a special tax regime, so that they direct 95% of their income to the budget of the Russian Federation for certain items. We have plenty of analogues! We have the same approach to oligarchs, a number of whom have left Russia. If they come back, let them hand over most of what they “earned” in Russia to the budget of the Russian Federation. Well, probably, they can also be flogged once. Then let them develop their business, since they could. Because if we persecute and curse everyone, we, as a country, will not get anything good from it. What’s the point of yelling at them? And so let them earn big money and pay 95% into the country’s budget. It seems to me that this is a very normal norm.

– Is it possible to revoke the status of a foreign agent from returnees?

– In today’s realities, such status cannot be revoked, otherwise it will have the opposite effect. First of all, people will realize “Oh! This is a temporary story” and can provoke an additional wave of some dissatisfied people. To discourage this, there is no need to recall anything. Here’s an example: Galkin (recognized as a foreign agent in the Russian Federation) consciously travels and speaks and expresses his position. He is already an undesirable person in our country. And if some television companies or someone invites him, certain measures of influence must also be applied to the management of these companies.

– Were you spanked as a child?

– It happened a couple of times. Once a father, the second a grandfather. My father used this measure of pressure on me a couple of times with a belt on a soft spot. I think it was absolutely deserved – for the broken set with friends and the trashed closet. I was 10 years old then. At this age, I developed a hyperactive attitude of fun, but no responsibility. The period from 7 to 13 years is the darkest. My grandfather was strict – he also flogged me once with a belt, he is a WWII veteran, so you can trust his education methods. For me this was only a plus. This only helped me, I still understand the value and importance of work. And parents cannot always convey such value to their child. But sometimes the belt actually helped in this matter.
