The curator of the regions from Rosatom took up issues of state ideology as vice-rector of the RANEPA

Andrey Polosin, director of the department of Rosatom for interaction with the regions, moved to work at the RANEPA. The Academy has been headed by Alexei Komissarov, CEO of the autonomous non-profit organization “Russia – a Land of Opportunities” (the organizer of Kremlin personnel competitions, for example, “Leaders of Russia”) since January (as acting so far). Four sources close to the presidential administration (AP) and an interlocutor close to Rosatom told Vedomosti about Polosin’s departure from the state corporation.

One of the sources told Vedomosti that the ex-employee of Rosatom became vice-rector of the RANEPA. Polosin confirmed to Vedomosti both his transfer to the academy and his appointment as vice-rector.

According to one of the sources of Vedomosti, in his new position, Doctor of Political Sciences Polosin will focus on working on state ideology, including in the educational process. In particular, he will be involved in the introduction of the new course “Fundamentals of Russian Statehood” in universities. The instruction on the introduction of the course was signed by the president. It was developed jointly with the Ministry of Education and Science by the project “DNA of Russia” (under the supervision of the internal political bloc of the Presidential Administration). Polosin was responsible for him while still working at Rosatom.

Polosin also confirmed this. “I’ll be on this [новой] positions to be engaged in the project “DNA of Russia”. By the decision of the Ministry of Education and Science, RANEPA was appointed as the university coordinator for the implementation of the “Fundamentals of Russian Statehood,” he told Vedomosti. This suggests that now the academy, and not the Higher School of Economics (which ex-employees of the internal political bloc of the Presidential Administration transferred to work) is becoming important for working with personnel and ideology, another Vedomosti interlocutor points out.

There have been talks about Polosin’s transition to higher education for a long time, but more often they talked about the Higher School of Economics, says Mikhail Vinogradov, president of the Petersburg Politics Foundation. “This fits in with the desire of the political bloc of the Presidential Administration to strengthen its influence over the university community in the framework of presenting its role in ideological influence on young people. Therefore, there is logic in this case, ”he believes.

The Vice-Rector of the RANEPA is considered to be an associate of the head of the Presidential Department for ensuring the activities of the State Council (responsible, among other things, for working with experts and elections) Alexander Kharichev, who also previously worked at Rosatom. In particular, Polosin from 2014 to 2017 was the deputy head of the department for work with the regions of Rosatom, when Kharichev led him (Sergey Kiriyenko was the general director of the state corporation). After Kharichev moved to the Presidential Administration in 2017 (then the domestic political bloc was headed by the ex-head of Rosatom), Polosin took over his position and began to oversee the regions.

The director of the department of Rosatom for interaction with the regions is responsible for working with the subjects in which the interests of the state corporation are represented, including for holding elections in ZATOs. In recent years, Polosin has been engaged in ideological work in collaboration with the AP. For example, in October 2022, the Journal of Political Studies published an article entitled “Perception of Basic Values, Factors and Structures of Russia’s Socio-Historical Development” authored by Kharichev, Polosin, as well as Ekaterina Sokolova, Deputy Executive Director for Strategy and Forecasting, EISI, and Dean Faculty of Political Science of Moscow State University Andrey Shutov. The concept of “pentabasis” (“person – family – society – state – country”) was deciphered in the course “Fundamentals of Russian Statehood”.

Instead of Polosin, Marina Kirdakova, head of the department of the presidential administration for ensuring the activities of the State Council, is being considered for a position in Rosatom, one of the sources in the Presidential Administration says. Another interlocutor of Vedomosti, close to the Presidential Administration, describes her as a person close to Kharichev: she is responsible for a wide range of issues, including coordination with political technologists during important campaigns (for example, when the authorities are elected in the Sirius federal territory in 2021). .). But, unlike Polosin, the interlocutor says, she is not interested in ideology. Another interlocutor notes that she is also engaged in work on new regions.
