The Criminal Code is supplemented with new articles for the organization of a sabotage group and participation in it

The introduction of a bill on punishment up to life imprisonment for facilitating the activities of saboteurs was announced on December 8 by Vasily Piskarev, chairman of the State Duma Committee on Security.

“We see that there is propaganda in the media against our country about the commission of crimes of a sabotage nature,” Piskarev told reporters. He also said that it is necessary to amend the laws on information technology and the media (media), providing for the blocking of resources that talk about the manufacture of explosive devices.

Amendments will be made to the Code of Administrative Offenses, the Criminal Code and the Code of Criminal Procedure, the law on combating money laundering and the law on the media. The changes were made by representatives of all five factions, 381 deputies signed them.

Amendments to the laws, says the source of Vedomosti, have already received positive feedback from the government and the Supreme Court (necessary to amend the codes). According to the interlocutor, the amendments have also been agreed upon by the State and Legal Department of the President and they can be adopted before the end of the autumn session.

It is proposed to supplement the Criminal Code with new offenses establishing liability for financing, inducing, recruiting or otherwise involving a person in committing sabotage activities (from 8 to 15 years in prison or life imprisonment). The same act, but with the use of official position, will face a term of 10 years in prison. Aiding in the commission of the above crimes will face a term of 10 to 20 years in prison.

In addition, there will be articles imposing sanctions for undergoing training in order to carry out sabotage activities, for organizing a sabotage community (in both cases from 15 to 20 years or life imprisonment), as well as for participating in it (from 5 to 10 years in prison). ). Aggravating circumstances are proposed to include the commission of crimes in order to promote, justify and support sabotage. Corresponding amendments are being made to the Code of Criminal Procedure and the law on combating money laundering.

“Currently, the current measures of responsibility for sabotage crimes do not correlate with the degree of public danger and the organization of such crimes,” the explanatory note says. Exemption from criminal liability may occur if a person promptly reports to the authorities or otherwise contributes to the prevention of a crime that he financed or contributed to.

First Deputy Chairman of the Committee on Security and Anti-Corruption Andrei Lugovoi explained to Vedomosti that forgiveness is similarly provided for in articles on treason and espionage. “If a person was recruited, he made contact, but did not have time to commit illegal actions and did not cause damage, and in case of active repentance and assistance to the investigation, he avoids criminal liability. Here it is justified in the same way,” says Lugovoi.

The dissemination in the media of information about the illegal manufacture of ammunition for firearms will be considered an abuse of freedom of the media (amendments are being made to the Code of Administrative Offenses and the law on the media).
