The Constitutional Court determined the term for the integration of new territories until 2026

The transitional period for the integration of new entities with Russia is valid from the date of adoption until January 1, 2026. This is stated in the decisions of the Constitutional Court on verification agreements with the Donetsk and Lugansk People’s Republics, Kherson and Zaporozhye regions.

As follows from the texts of the resolutions, the DPR and LPR will enter Russia as republics, their leaders will be called the heads of the republics. Zaporozhye and Kherson regions will become part of Russia as regions, their heads will receive the positions of governors. The state language of the regions will be Russian.

Russian President Vladimir Putin will appoint acting heads of new regions within ten days from the date of joining the Russian Federation. The elections of the heads of regions will be held on a single voting day in September 2023, follows from the texts of the resolutions.

The transitional period for the integration of these regions into Russia will be valid until January 1, 2026. By this date, the regions must be integrated into the economic, credit, financial and legal systems, as well as into the system of public authorities.

30 September President Vladimir Putin signed agreements on the entry of the DPR, LPR, Zaporozhye and Kherson regions into Russia. The decision was made following the results of referendums held from 23 to 27 September. On October 2, the Constitutional Court recognized the treaties on the accession of the four regions as consistent with the Constitution. October 3 State Duma will consider projects for the ratification of these treaties.
