The co-author of the amendments to the Criminal Code refused to consider them preparation for mobilization

Andrey Kartapolov, chairman of the State Duma Committee on Defense, said that the amendments adopted on September 20, which introduced the concepts of “mobilization”, “martial law” and “wartime” into the Criminal Code, are not preparations for general mobilization in Russia.

Journalist “Parliamentary newspaper” told the deputy that “many perceived” the adoption of the amendments as preparations for a general mobilization. And he asked whether such fears were justified.

“Absolutely unjustified,” said Mr. Kartapolov. “There will be no general mobilization. The president has spoken about this more than once and is directly speaking through his press secretary Dmitry Peskov and many other politicians at the federal level. “Law” is not the same as “mobilization”.

According to the deputy, the law on amendments to the Criminal Code was adopted “not specifically for a special military operation.” He explained that he was accepted to perform “for a long time”. “At least until the time comes when the need for it will disappear,” the deputy noted.

According to the State Duma amendments, in case of voluntary surrender (Article 352.1 of the Criminal Code of the Russian Federation), imprisonment for a term of 3 to 10 years is threatened, in case of looting (Article 356.1 of the Criminal Code of the Russian Federation) – up to 15 years. In case of unauthorized abandonment of a unit during mobilization and martial law (Article 337 of the Criminal Code of the Russian Federation): from 2 to 10 days – up to 5 years, for a period of 10 days to a month – up to 7 years, for a period of more than a month – from 5 to 10 years conclusions.
