The Kirov City Duma on Tuesday accepted the early resignation of the head of the city administration Dmitry Osipov. The acting head of the Kirov region, Alexander Sokolov, demanded his dismissal the day before, saying that the city manager “signed a contract for the employment of a close relative.” Deputies from the opposition tried to get the official removed on corruption grounds, but the Duma majority was quite satisfied with the wording “resignation of one’s own free will.”
An extraordinary meeting of the City Duma was held on August 9 at the initiative of the acting head of the Kirov region Alexander Sokolov. At a weekly meeting with members of the regional government on August 8, he said that Dmitry Osipov “signed a contract for the employment of a close relative” and should resign, since “violations of anti-corruption laws are unacceptable in any form.” The governor did not name the relative. However, on August 4, it became known that the deputy director of the Kirov Central Market, Konstantin Gruzdev, was caught red-handed while receiving a bribe, and local media call him Osipov’s mother’s brother. Officially, the city administration does not comment on the detention.
Nevertheless, the deputies of the City Duma were offered to accept the resignation of the city manager “of their own free will”, which caused indignation among the opposition.
So, Nadezhda Suraeva (Fair Russia) stressed that the reason for the departure of Dmitry Osipov is not a “personal desire”, as they are trying to convince the deputies, but a looming corruption scandal. To this, the head of the city and part-time chairman of the City Duma Elena Kovaleva (United Russia) objected that the application was being considered “only at her own request.” “Yesterday Alexander Sokolov noted that there is indeed a conflict of interest. As a result of this, Dmitry Valeryevich wrote a letter of resignation, ”she explained.
Another right-wing Russian, Vladimir Zhuravlev, addressing Mr. Osipov, who was present at the meeting, asked if he knew that his brother was “selling municipal property.” “At the moment there are four episodes,” the deputy said. The city manager retorted that “they will not answer provocative questions and the investigation will figure everything out.” “I have been talking about the corruption component for a long time,” Mr. Zhuravlev did not let up. “Osipov did not himself appoint his brother to the Central Market: he appointed the director of the market, and he appointed his brother Osipov. This corruption scheme was invented a year and a half ago. I talked about this, but Osipov sued me for insulting honor and dignity.

However, in the end, the question of the resignation of Dmitry Osipov at his own request was put to a vote, and 24 out of 30 deputies voted for its adoption.

Thus, Sokolov accelerated the expected rotation of the elite, since after the elections of the City Duma in September, the city manager would have changed in any case. For regional officials, this is a signal that major personnel changes will continue,” the expert notes.
