The City Duma of Yekaterinburg approved a new election scheme

Deputies of the City Duma of Yekaterinburg amended the municipal charter, providing for a change in the election scheme. The decision at the next meeting of the Duma was supported by 27 deputies, 4 voted against, 1 abstained. According to the amendments, from the next convocation, the number of deputies of the city parliament will be reduced from 36 to 35 people, 25 of whom will be elected in single-member districts, and another 10 – according to the lists of political parties. Previously, the representative body was formed from “majority shareholders” and “listers” in equal proportion.
The changes also involve an increase in the number of deputy chairmen of the City Duma: instead of one vice-speaker, there will be two of them, one of them in the status of first deputy.
Yekaterinburg Mayor Alexei Orlov, who came to the meeting, said that the amendments would allow voters to work more closely with their deputies: “If earlier we had about 60,000 people in one constituency, now there will be about 40,000 people.”
Recall that a bill on changing the election scheme was introduced to the Legislative Assembly of the Sverdlovsk Region in early February by a group of deputies “Ekaterinburg” (consists of deputies elected in single-member districts located in Yekaterinburg), headed by Vice Speaker Viktor Maslakov. February 22 deputies approved document in the first reading: amendments to the regional electoral code were supported by 32 deputies, 7 were against, 3 more abstained and did not vote. In March, the governor of the Sverdlovsk region Evgeny Kuyvashev approved change in the principle of formation of the City Duma. On March 31, amendments to the charter were approved by a majority vote at city public hearings: out of 879 people, 442 voted in favor, 423 voted against, 14 abstained.
Representatives of the systemic opposition criticized the proposed changes at all stages of the consideration of the issue, assuring that they would lead to an artificial majority of United Russia in the city parliament. But at the final vote in the City Duma, none of them spoke out.
