The chief bailiff of Moscow revealed the secrets of a quiet trip abroad

The Federal Bailiff Service (FSSP) is associated in the mass consciousness with conservatism and bureaucracy. However, the era when in order to collect debts or pay them it was necessary to fill out a lot of paperwork and go to a meeting with “your bailiff” according to a certain schedule is long gone. Digital services constantly being introduced into the FSPP have already begun to change Russians’ perceptions of the quality and speed of interaction with this government agency. Nikolai Konovalov, head of the Main Directorate of the FSSP in Moscow, told MK about new technologies, round-the-clock access to information and the ease of paying off debts online.

— Nikolai Viktorovich, what services have made it easier for Russians to interact with bailiffs?

— Digital technologies in everyday life save time for both citizens and businesses, as well as department employees, and allow them to quickly resolve emerging issues within the framework of enforcement proceedings. For example, in practice we come across cases where a person, for some reason, missed the deadline for making mandatory payments and learned about the debt from the bailiffs. The “Digital Enforcement Proceedings” service on the State Services portal promptly notifies of initiated proceedings and allows you to avoid unpleasant consequences in the form of arrests, bans and restrictions. The debtor is given 5 calendar days to voluntarily repay the debt.

— Can I pay the debt at any time?

— Yes, at any time of the day, regardless of holidays and weekends. The main thing is that the debt must be repaid within 5 days, otherwise the bailiff will impose an additional monetary penalty in the form of an enforcement fee, in fact a fine, and will begin to collect the debt forcibly.

— How can you find out or check whether you have debt?

— Using the electronic service “Data Bank of Enforcement Proceedings” on the official website of the FSSP. He is very popular among Russians. Using this service, you can not only check, but also immediately pay off the debt by downloading the issued receipt. At the beginning of November, the attendance of the “Enforcement Proceedings Data Bank” was over 775 thousand, the number of downloaded receipts was 220 thousand.

— Is it also possible to interact with the FSSP through the State Services portal?

– Yes, and there are many advantages. First of all, the State Services portal operates around the clock. It’s easy to find information there. But the main advantage of the service for the debtor or claimant is the personal account of the party to the enforcement proceedings. The digital service provides a wide range of services, and most importantly, it is direct remote interaction with the bailiff. For example, with its help, citizens can remotely inform the bailiff about payment of the debt, write a statement about the reasons for failure to comply with the bailiff’s request, obtain information about the progress of enforcement proceedings and the restrictions imposed, and submit other statements and petitions.

— And if you need to collect something, the same fine or alimony?

— Claimants through the personal account of “Digital Enforcement Proceedings” have the opportunity to send applications to impose restrictions on the debtor, to put a child, the debtor and his property on the wanted list, to revoke a writ of execution… You can submit an electronic application at any time via a computer, tablet or mobile telephone with Internet access. The service has become an alternative to personal reception and mail. Over the 10 months of 2023, over 113 thousand electronic requests for receiving the service “Informing about the progress of enforcement proceedings” were considered.

— Tell us about the most striking case of paying a fine from your practice?

– We have a lot of them. In early November, for example, the seizure of a BMW 640i xDrive prompted a Muscovite to remember his son and pay child support to his mother. The capital’s bailiffs seized the debtor’s car, after which the 46-year-old man quickly paid off his debts. Before this, a resident of Perovo had not paid alimony for a very long time: his debt in enforcement proceedings amounted to more than 1 million rubles. This man also avoided appearing before the bailiff. To induce the debtor to pay, the department employee applied enforcement measures. In addition, when checking the property status, it was established that the citizen, in addition to an expensive foreign car, also owns a one-room apartment. A ban on registration actions was issued in relation to the property. After this, the defaulter began to hide his car from the bailiffs. The car was put on the wanted list. As you understand, most of the described operations took place through digital services, which significantly speeded up and facilitated the work. After this, as part of a joint raid, the car was stopped by representatives of the State Traffic Inspectorate. The bailiff drew up an inventory and arrest report and sent the expensive foreign car to a special parking lot for storage. After which the man immediately went to the bank and paid the alimony debt in full. As soon as the funds were transferred to the mother’s account for the maintenance of the child and all the necessary confirmation of this was provided, the car was returned to the owner.

— On the eve of the New Year holidays, the most pressing question is: how to remove the restriction on leaving Russia?

— To avoid a situation at the airport when a defaulting citizen is not allowed on a flight due to an imposed restriction, it is necessary to fully pay the debt under enforcement proceedings. After repaying the debt, the bailiff will within a few hours issue a decision to lift the restriction on traveling abroad.

— And if a traveler has a decree lifting the exit restriction and a receipt for payment, should he be allowed to fly?

– No, the border service will not let him cross the border, as they are guided by the documents received from the bailiff service. This procedure may take one business day.

— How can an ordinary tourist understand whether he has travel restrictions or not?

— Thanks to the informer on the State Services portal, debtor citizens can instantly receive information about travel restrictions outside the country, which are displayed on the main page of the personal account of the Digital Enforcement Proceedings service.

— What should you do if more than a day has passed and the resolution has not arrived and the restriction on travel has not been lifted?

— Then in your personal account on the State Services portal you can submit a petition by contacting the bailiff, indicating the number of the enforcement proceedings. The response to the request will be sent to your personal account. You can also contact the duty officer of the bailiff department at the place where the proceedings are being conducted. They receive citizens daily and without an appointment: they work from Monday to Thursday from 9.00 to 18.00, on Friday – until 16.45 with a lunch break from 13.00 to 13.45.

— Did residents of the capital pay off a lot of debts in 2023?

— Over the 10 months of 2023, during the period of restrictions, debtors paid 5.9 billion rubles of debt. And if you want to celebrate the New Year calmly and without restrictions, then repay your debts in a timely manner using electronic services on the State Services portal or on the official website of the GUFSSP of Russia for the city of Moscow through the “Data Bank of Enforcement Proceedings”. Already, within the framework of 2.6 million enforcement proceedings, Muscovites have paid their debts. And I urge all other debtors to join them!
