The Central Bank introduced incentive regulation for technological sovereignty projects

The Central Bank of Russia introduces stimulating banking regulation for loans for projects of technological sovereignty and structural adaptation of the economy. The new measure will allow banks with a universal license to reduce the burden on capital for targeted loans issued for the implementation of such projects after September 30, 2022, reported in the press service of the regulator.
To limit risks, only banks that comply with capital adequacy markups will be able to apply incentive regulation. Additionally, the capital savings limit is limited by the average annual net profit of the bank over the past five years, excluding the maximum and minimum values.
It is assumed that the issuance of the first targeted loans for the implementation of projects of technological sovereignty will begin in the second half of this year. By 2030, lending in the amount of 15–20 trillion rubles is predicted.
