In addition, Mr. Brod advocated extending public control not only to the day or days of voting, as it is now, but also to the previous stages of the electoral process, including registration of candidates and campaigning, since problematic moments also arise at these stages. According to Kommersant’s interlocutor at the Central Election Commission, in pursuance of this order, amendments were made to the electoral legislation in May, abolishing the condition according to which public chambers have the right to appoint public observers only where it is provided for by the law on the relevant elections. Now, regional chambers can delegate public monitors to vote even if the local election law does not contain a provision on public observers.

The executive director of the NOM, Alena Bulgakova, told Kommersant that the association also continues to defend the idea that public control be ensured at all stages of the election campaign. In June, at the final plenary session of the Civic Chamber of the Russian Federation, Deputy Chairman of the Central Election Commission Nikolai Bulaev already announced his readiness to introduce the institution of permanent representatives of the federal Civic Chamber in the Central Election Commission and regional chambers – in regional and territorial election commissions, Ms. Bulgakova recalled: “For an independent expert community, people who This is not the first year that they organize public observation at elections, this is an opportunity to monitor compliance with the law at such important, often turbulent stages as registration.”

Meanwhile, on July 4, the NOM itself reported on the completion of the training of teachers, who by the end of the summer will conduct training seminars for all citizens who want to become public observers in the elections in September. According to the association, 337 teachers completed the course, not counting representatives of the public chambers and public election observation headquarters delegated to participate in the seminars. The training was held during June, it was attended by representatives of 43 regions, where elections of governors, deputies of legislative assemblies and heads of administrative centers will be held on the upcoming single voting day.
