The Central Election Commission fulfilled the instructions of President Vladimir Putin following his December meeting with the Human Rights Council (HRC). The result of this work was amendments to the legislation, simplifying the access of public observers to elections at all levels, Kommersant was told in the commission. At the meeting with the President, human rights activists also asked to allow observers to participate in all stages of the campaign, starting from the registration of candidates. This provision has not yet appeared in the legislation, but the deputy chairman of the CEC, Nikolai Bulaev, earlier announced his readiness to introduce the institution of permanent representatives of the public at election commissions of various levels.

We are talking about the instruction that Vladimir Putin gave in January 2023 following the meeting of the Human Rights Council held on December 7, 2022. During this event, Alexander Brod, a member of the Human Rights Council and chairman of the Association for the Protection of Electoral Rights “Independent Public Monitoring” (NOM), proposed expanding the system of public observation of elections, transferring this option, for example, to the commissioners for human rights in the regions. In addition, Mr. Brod advocated extending public control not only to the day or days of voting, as it is now, but also to the previous stages of the electoral process, including registration of candidates and campaigning, since problematic moments also arise at these stages. Following the meeting, Vladimir Putin instructed “to consider the issue of improving the mechanisms of public control in the electoral process.”
According to Kommersant’s interlocutor at the Central Election Commission, in pursuance of this order, amendments were made to the electoral legislation in May, abolishing the condition according to which public chambers have the right to appoint public observers only where it is provided for by the law on the relevant elections. Now, regional chambers can delegate public monitors to vote even if the local election law does not contain a provision on public observers.
The executive director of the NOM, Alena Bulgakova, told Kommersant that the association also continues to defend the idea that public control be ensured at all stages of the election campaign. In June, at the final plenary session of the Civic Chamber of the Russian Federation, Deputy Chairman of the Central Election Commission Nikolai Bulaev already announced his readiness to introduce the institution of permanent representatives of the federal Civic Chamber in the Central Election Commission and regional chambers – in regional and territorial election commissions, Ms. Bulgakova recalled: “For an independent expert community, people who This is not the first year that they organize public observation at elections, this is an opportunity to monitor compliance with the law at such important, often turbulent stages as registration.”
Meanwhile, on July 4, the NOM itself reported on the completion of the training of teachers, who by the end of the summer will conduct training seminars for all citizens who want to become public observers in the elections in September. According to the association, 337 teachers completed the course, not counting representatives of the public chambers and public election observation headquarters delegated to participate in the seminars. The training was held during June, it was attended by representatives of 43 regions, where elections of governors, deputies of legislative assemblies and heads of administrative centers will be held on the upcoming single voting day.
United Russia decided on candidates for the State Duma
On Tuesday, a meeting of the General Council of United Russia was held in Moscow, which was opened by the chairman of the party, deputy chairman of the Security Council, Dmitry Medvedev, with a statement regarding the rebellion of PMC Wagner. “I would like to start the meeting with words of gratitude to everyone who, in a very difficult period in the history of our country, resolutely came out in support of the president and the armed forces of Russia,” Mr. Medvedev noted. . The rate of recruitment remained the same, despite a rather difficult event,” Dmitry Medvedev emphasized. At the end of his speech, he recalled that now “it is certainly important to maintain consolidation around the head of our state.”
At the meeting, United Russia discussed humanitarian aid to new regions and approved candidates for by-elections to the State Duma in single-mandate districts. In the Karachay-Cherkess district No. 16, a deputy of the City Duma of Cherkessk Soltan Uzdenov was nominated, in the Simferopol district No. 19 – the head of the committee on social policy of the City Council of Simferopol Yuri Nesterenko, in the Lipetsk district No. 114 – the speaker of the regional council Dmitry Averov, in the Divnogorsk district No. 56 – the ex-head Krasnoyarsk Sergey Eremin.
At the end of the meeting, Dmitry Medvedev once again reminded his comrades-in-arms that now is “a very tough time”: “I ask no one to relax, but, of course, not to lose heart.”
