The Cabinet of Ministers will work out a program for financing projects in the field of IT

Russian Prime Minister Mikhail Mishustin instructed work out the issue of launching a special program for financing projects in the field of IT, which would include benefits for business, including writing off part of loans. Such an instruction was given following the results of the VIII conference “Digital Industry of Industrial Russia”.

“The corporation was entrusted to work out the issue of implementing such a program and submit proposals to the Government”VEB.RF”, the Ministry of Industry and Trade and the Ministry of Digital Development,” the press service of the Cabinet of Ministers reports.

By September 1, industry committees must prepare lists of typical industry critical information infrastructure facilities, where foreign software will be replaced by Russian. Until the same date, the Ministry of Construction, the Ministry of Industry and Trade, the Ministry of Energy and the Ministry of Transport, on behalf of Mishustin, will work on the development of Russian software for information modeling technologies in construction.

In addition, the prime minister instructed the Ministry of Finance, the Ministry of Economic Development, the Ministry of Digital Development, together with the Central Bank, by the end of September, an action plan to develop venture financing for Russian IT companies and stimulate the creation of private industry venture funds.

Mishustin also instructed to send an additional 11 billion rubles. this year for the implementation of “road maps” for the development of high-tech areas “New industrial software” and “New system-wide software”.

At the plenary session of the Digital Industry of Industrial Russia conference held on June 1, Mishustin said that the total volume of IT solutions sold and IT services rendered in Russia in 2022 reached 2 trillion rubles. The gross value added of these projects amounted to 1.9 trillion rubles, which is 23% more than in 2021. The number of employees employed in the IT sector increased by 12.7% to 740,000 people, and the average monthly salary of these employees amounted to 135,500 rubles. (growth by 18.6%).

At the same time, the prime minister criticized the “passivity of some large industrialists” in IT import substitution. According to him, the outsider industries include pharmaceuticals, trade, food and processing industries, and crop production. “Despite the fact that we supported their projects last year, we have not yet seen the implementation, it has not started,” he said then.
