The government will take into account the business proposal to determine a mechanism for pre-trial appeal of information included in the register of industrial products (defines a system of state support for the purposes of import substitution). This follows from the minutes of the meeting of the Cabinet of Ministers Commission on legislative activity, which took place on July 17 (Vedomosti has the document). Ilya Trunin, deputy chairman of the commission, deputy head of the government apparatus, instructed the government industry department to work out the comments of Delovaya Rossiya.
In July, Delovaya Rossiya sent a letter to Trunin (Vedomosti has the document) with a proposal to finalize the draft amendments to the law on industrial policy, which the government submitted to the State Duma on July 20 (its consideration is scheduled for the autumn session). The bill clarifies the rules for maintaining the register of industrial products and the procedure for excluding information from it. The proposed amendments also give the government the right to post information about enterprises in respect of which facts of non-compliance with the criteria for confirming the Russian origin of products have been revealed. To maintain a balance of interests between the state and Russian manufacturers, Delovaya Rossiya asks to determine the procedure for challenging business decisions related to the inclusion of information in the register and exclusion from it, as well as facts of non-compliance with the criteria, follows from the letter.
