The Cabinet of Ministers proposed to Putin to terminate the agreements of the Council of Europe in relation to the Russian Federation

The government proposed to Russian President Vladimir Putin to terminate the international treaties of the Council of Europe with respect to Russia. Decree on this published on the portal of legal information.

“To approve and submit to the President of the Russian Federation for submission to the State Duma of the Federal Assembly of the Russian Federation a proposal to terminate the international treaties of the Council of Europe with respect to the Russian Federation,” the document says.

The Decree of December 29 was signed by Prime Minister Mikhail Mishustin.

Against the backdrop of the start of a special operation in Ukraine, the Council of Europe on February 25 suspended Russia’s representation in the statutory bodies of the Council of Europe. In this regard, on March 15, the Ministry of Foreign Affairs of the Russian Federation handed over Secretary General of the Council of Europe Maria Peychinovich-Burich notification of the withdrawal of the Russian Federation from the organization.

16 March Committee of Ministers of the Council of Europe accepted decision to exclude Russia from the organization after 26 years of membership. The Russian authorities stressed that the country itself had withdrawn from the Council of Europe, which also implies withdrawal from the ECtHR.

At the same time, the Foreign Ministry emphasized that the Russian Federation would continue to implement the already adopted decisions of the ECHR, if they did not contradict the Constitution of the Russian Federation. It was explained that the provisions of the main treaty-legal acts of the Council of Europe are included in the Russian legislation.
