President Vladimir Putin said that the federal budget deficit for 11 months amounted to 878 billion rubles. (0.5% of GDP). According to him, for the first time in a long time, the deficit was fully financed from domestic resources.
“And if you look at the consolidated budget, there is a surplus of 837 billion rubles. That is, in general, the Russian financial system is in an absolutely normal, healthy state,” the president said, speaking at the VTB “Russia Calling!” forum.
At the beginning of November, the Ministry of Finance predicted a deficit in January-November of 1.235 trillion rubles, which is 0.7% of GDP. At the end of September, Finance Minister Anton Siluanov said that by the end of the year the deficit could be less than 2% of GDP. In early October, President Vladimir Putin spoke of a deficit of around 1%. By data Federal Treasury, the state budget in January-October 2023 was executed with a deficit of 1.05 trillion rubles.
