The Board of Rosreestr summed up the interim results of the geography of Russia

Yesterday’s meeting of the Rosreestr board was largely devoted to the results of digitalization of spatial data management over the past four years, which was also facilitated by a significant increase in the department’s “project” budget. Among the priorities for Rosreestr, the government outlined the continuation of work to involve land in circulation, which is also necessary for the implementation of housing construction plans, as well as ensuring the completeness of data in the Unified State Register of Real Estate and the further integration of regions into the national spatial data system – it should de facto link the Russian economy with the ground on which it stands.

One of the main topics of the Rosreestr board was the digitalization of the sphere of spatial data in the four years after the service transferred to direct subordination to the government and transferred to it the powers to formulate land policy. During this time, said the head of Rosreestr Oleg Skufinsky, an electronic data showcase was created, which made it possible to digitize all 17 government services of the department and significantly reduce the time required for transactions and registration of rights. Other results include 85% of electronic mortgage transactions (versus 40% in 2020).

It should be noted that previously one of the problems in the digitalization of spatial data management was the lack of money. As Oleg Skufinsky noted, in January 2020, the service’s “project” budget (focused on development) was about 400 million rubles, or 4% of the process budget (for performing current functions), but now it has grown 30 times, which allows for and complex cadastral work, and the creation of a unified electronic cartographic basis of the Russian Federation.

However, as Deputy Prime Minister Marat Khusnullin noted, there is still “a large amount of work” left: it is necessary to “further improve the legislation, regulate the system of spatial development and make city general plans simpler in order to speed up the movement of capital.” As Prime Minister Mikhail Mishustin noted, the service’s priorities will remain the need to continue to simplify “access to land, facilitating its involvement in turnover.” In particular, this is necessary to increase the volume of housing commissioning – now, according to Marat Khusnullin, “tens of thousands of hectares have been identified,” but the plan is 120 million square meters. m of living space per year will require “adding 250 thousand hectares.”

Among other tasks, Marat Khusnullin named the expansion of comprehensive cadastral works (they are carried out by the PPK Roskadastre, created in 2021 as a full-cycle state company to provide comprehensive services in the field of real estate and spatial data). Earlier, we recall, Rosreestr proposed to transfer the execution of all complex cadastral works at the expense of the federal budget to the PPK due to dissatisfaction with claims regarding their implementation by market players under government contracts (see “Kommersant” on August 9). In addition, Roskadastre will also identify objects for which there is no information in the Unified State Register of Real Estate or the rights to which have not been registered.

Cadastral registration is necessary to continue improving the quality of data in the Unified State Register of Real Estate, where previously the number of registry errors was estimated at 8.5 million. As noted by the head of Roskadastre, Vladislav Zhdanov, 577 thousand errors were corrected in 2023, and in 2024 it is planned to increase the figure to 1. 2 million (cumulative total), and in 2025 – up to 1.8 million. In general, according to Mikhail Mishustin, over the past four years, the same amount of information has been entered into the Unified State Register of Real Estate as in the previous 20 years – we note that this is partly facilitated This could also be due to the dacha amnesty program, which 15 million people took advantage of.

Also named as a key task is the timely implementation of the state program “National Spatial Data System” (NSDP), aimed at creating a multi-layer digital map of the country. As part of this program, a digital platform of the same name has been created, which unites spatial data from all departments – since this year, the system has been operating in pilot mode with the participation of four regions. According to the deputy head of Rosreestr Elena Martynova, the system now integrates 14 federal systems and 10 regional ones. As Oleg Skufinsky reported, the system is now being prepared for commercial operation: in 2024, about 20 regions will connect to the NSPD, and in 2030, the NSPD will combine data for all regions, which confirms previously stated plans (see Kommersant on July 19) .
