The Bank of Russia plans to create a closed “data room” with expanded statistics of the regulator, follows from a letter from the director of the regulator’s data management department, Alexey Lukovnikov. According to the document, excerpts from which are given “Vedomosti”only research centers and universities will have access to the room.
The possibility of creating a “data room” was confirmed to the publication by a representative of the Bank of Russia. According to him, the analogy with a room is not accidental, since access to data can only be obtained physically, being in a specially equipped room of the regulator. The composition of the available information and the timing of the creation of the room will depend on the interest of potential users.
It is expected that when visiting a person will sign a non-disclosure agreement, the Central Bank representative added. The results of the study can be made publicly available only with the permission of the Bank of Russia.
In the letter, the Bank of Russia requests information from research institutes and universities about what data from the financial statements of supervised companies they need to conduct scientific work. Head of the laboratory “Research of the monetary system and analysis of financial markets”, Russian Economic University. G.V. Plekhanov Denis Domashchenko, who also confirmed receipt of the letter, suggested that the “data room” would disclose the reports of all financial market participants.
After the outbreak of the military conflict between Russia and Ukraine and the subsequent imposition of sanctions against Russian banks by the Central Bank allowed credit institutions were not allowed to publish financial statements, but banks were required to provide data to the Central Bank for operational control over their activities. Publication of reporting by credit institutions regulator resumed in June 2023. At the same time, sensitive information was excluded from reporting, and in some cases only certain indicators were allowed to be disclosed.
