Asked about the long time required for the implementation of this measure, Jean-Christophe Combe invokes various reasons. “It is a complex subject that involves heavy technical work to harmonize resources and allow the recovery of data from employers and administrations. This also requires that we overcome political divisions, in particular the a priori that surrounds the payment of social benefits“, he explains.

30% of people do not claim their aid

This campaign promise was based on the observation that some of the rights holders do not ask for them. “It is completely abnormal that 30% of people who are entitled to aid do not claim it. This high rate of non-use is particularly true for the RSA“, recognizes Jean-Christophe Combe. To avoid this phenomenon, the former director of the Red Cross would like to go further than the automatic payment, by evoking a simplification, even a merger of certain services. But automating the payment of duties also aims to secure the system and reduce the costs of recovering undue payments in the event of calculation errors.

But this experiment will not be the only one. The reform of the Active Solidarity Income, which wishes to condition the payment of the RSA to 15 to 20 hours of activity per week, will also be the subject of a first test. “This measure must also be tested in several departments, as part of the France Travail project from January, is a good measure“, he explains.
