The authorities want to cancel the export duty on mineral fertilizers introduced for this year and collect the planned amount using another mechanism or fundamentally adjust it. This was told to Vedomosti by a source close to the government and an interlocutor close to the industry participant. Another source close to the White House clarified that no decisions have yet been made on this matter, although certain adjustments to the approach to collecting duties from fertilizer producers are being considered.

The duty was supposed to bring about 120 billion rubles to the budget. in 2023 (such a forecast was given by the Ministry of Finance). It is charged if the export value of fertilizers exceeds the $450/t threshold. The rate is 23.5%, while the duty is universal for all types of mineral fertilizers. At a price below this level, manufacturers do not pay duty.
