A bill was again submitted to the State Duma so that mother’s capital could be spent on buying a car. This time the project addressed to Volodin was sent by the deputy Ostanina. It is about the fact that parents who have given birth or adopted three or more children, as well as parents of disabled people, can spend their mother’s capital on the products of the domestic automobile industry. At the same time, there are a number of restrictions that narrow the field of application of the law.

The head of the “women’s” committee, as it is called in the State Duma (committee on family, women and children) writes that the car purchased by such a family must certainly be new, that is, not be registered, and produced in the territory of the Russian Federation. Seats – no more than 8, the owner of the capital (usually a mother) draws up a car for himself. How to be mothers of nine or more children is not reported in the explanatory note.

The topic “a car for mother capital” is already causing a déjà vu effect. As calculated by “MK”, ​​this is the fifth attempt to introduce such a law. Similar projects were proposed for consideration in Parliament in 2009, 2011 and 2014. The “extreme” initiative – from Yana Lantratova in July 2022. Before that, they also conducted a survey in which 52% of women and 49% of men (out of 1,600 respondents) supported the idea. Later, however, it turned out that in the regions such a practice as a car for mother capital has long existed. And with the restrictions prescribed in the project, in reality it is unlikely to buy anything on four wheels.

First, there is not enough money for the car. Yes, the mother capital is being increased and expanded, but the prices for the “vehicle” are growing at a faster pace. Especially last year, because of the sanctions. The calculation of mother capital is a tricky business. Judging by the certificate from the official portal, the second and third children born after 2020 are most quoted. But even if you give birth to triplets in the most advantageous years, you will get a little more than two million rubles in your hands.

– Prices for popular models, which jumped 2-3 times last year, after the new year rose by 30-50%, – says Evgeny, manager of the car dealership. – “Naked” configurations for Koreans and Chinese go above 1.5 million. More often than not, more than two. Even before the New Year, some of the mother capital could probably take the domestic brand of economy class. And now this is in question. Theoretically, you can find the simplest car in the “comfort” configuration for 1.5 million. Practically, everything is crushed and there is nothing at dealers, and at the factory. Perhaps the solution would be if they were allowed to buy a used car, they have.

– In addition, earlier in a similar bill on mother capital there was a list of car brands allowed for purchase, which further narrows the possibilities of the purchaser, – says Stanislav Popov, a lawyer in finance. – And there was also a certain list of banks. Since such programs have been operating for a long time or have been operating in a number of Russian regions: in the Kaliningrad and Rostov regions, Sakha-Yakutia, Buryatia, etc., experience has also been accumulated. It shows that car dealers cooperate with their banks and may refuse to deal with any others. I also remember that in earlier drafts of such laws, engine displacement was limited. Tell me, why does a family with many children or a family with a disabled person need a runabout? They need a big car, and a big one means powerful.

Experts also express concerns that buying a car for maternity funds may become a new opportunity for scammers who trade in “cashing out” mother capital. Although it seems that measures are provided – the car cannot be sold for 3 years after purchase. But, when it was allowed to invest mother’s capital in the acquisition of apartments, houses and land, families robbed by black realtors immediately appeared. Although it seemed that everything was also provided for in the law.

Therefore, some economists and public figures oppose the dissipation of maternity (family) capital. Like, they conceived it for the sake of education for children, treatment or pensions for mothers, as it should be. Others point out that even before the expansion of the list of uses, people found ways to “cash out” the state payment. And a legal mortgage or spending the “motherboard” to cover the rent is good. But time will tell whether families will buy a car for their mother’s capital. Moreover, in general, the program of maternity (family) capital in Russia has been announced until 2026.
