“Many of them have fled, but continue to work in Russian companies remotely. Can we limit the scheme that allows people to work there and get paid here? Can!”. According to the senator, restrictions on work from abroad should be introduced for the “sensitive areas” of our economy: transport security and the public sector. True, presidential spokesman Dmitry Peskov has already said that the Kremlin is not discussing the possibility of limiting remote work for those who left Russia during partial mobilization.

But not just because Senator Klishas threw his tirade! According to some estimates, the number of those who left the country after September 21 is from 250,000 to 600,000. Some also talk about a million (of which, however, some have already returned). Basically, relocators chose neighboring countries: Kazakhstan, Georgia, Armenia, Kyrgyzstan. At the same time, many of them, while remaining de jure in Russian companies, de facto live abroad and do not maintain contact with their homeland.

However, most experts are of the opinion that it is practically impossible to influence such a contingent economically. Today, half the world, and maybe more, works remotely and there is no crime in this. On the contrary, transport traffic is reduced, harmful emissions into the atmosphere are reduced. What then is the fault of the remote control? This is a worldwide trend.

It is rather difficult to prove that he left for “non-patriotic” reasons in order to avoid being drafted into the army, and you cannot attach emotions to business and you cannot punish them with money. The person will answer that he simply left, because it is more convenient to work this way and no mobilization has anything to do with it.

Apply sanctions to companies? But on what basis? The employee suits the employer in all professional ways, and remote work is permitted by law. By the way, employers themselves often get savings from the fact that “remote workers” do not need to heat the office in the winter or pay for car parking ….

In general, the initiative of Senator Klishas, ​​as it seems to many, is far from being realized. Nevertheless, relocants are unlikely to avoid economic punishment. It will “get” them in March next year – 6 months after the decree on partial mobilization.

– There is no need to change anything in the labor legislation, – says trade unionist, former Deputy Minister of Labor of the Russian Federation, Pavel Kudyukin. – According to the law, if a person is not a resident of the Russian Federation, that is, he lives outside Russia for more than 180 days a year, he is not considered a tax resident. And income tax is levied on him in the amount of not 13%, but 30%. If the tax authorities strictly monitor this position, the employer will not go anywhere, they will comply with the law. And 30 percent of the salary is a sensitive blow to the pocket of even highly paid employees.

The expert explains that this rule applies to employees who enter into a civil law contract with the employer. There are no such restrictions for self-employed or individual entrepreneurs working outside the country.

Some believe that it is possible to prohibit companies from entering into contracts with people who have “escaped” from the mobilization. But they hope that this, after all, will not happen in modern Russia.

– It is possible to envisage a mechanism when a person of military age leaves the country for some time, – says financial analyst, candidate of economic sciences Mikhail Belyaev. – In this case, he must notify the military enlistment office and undertake to return to Russia at the first request.

– At that time, it probably was not so relevant. After all, then no one went abroad en masse, if only on a tourist voucher. But first it was necessary to become a leader in production and a shock worker of communist labor. And today, for example, in Mytishchi you can buy a ticket and tomorrow you can fly to Egypt or somewhere else. But such a law, in my opinion, should be developed by military registration and enlistment offices. Make a list of requirements and documents for a person leaving the country.
