The Accounts Chamber will check the effectiveness of assistance under social contracts

The Accounts Chamber has begun to analyze the performance of the Ministry of Labor and the administrations of the three regions in 2021-2022. to assist citizens on the basis of social contracts in terms of poverty reduction, says the message on the website of the department.

A social contract is one of the forms of state support, within the framework of which low-income families and poor people living alone can receive state assistance in finding a job, starting their own business and overcoming a difficult life situation.

As the auditor of the Accounts Chamber Sergey Shtogrin noted, the social contract is actually the only measure to bring the family out of poverty so that further constant support from the state may not be needed.

“Unfortunately, so far this measure has covered a small percentage of poor citizens: in 2019 -1.9%, in 2020 – 5.1%, in 2021 – 6%. In the course of the study, we plan to identify the main problems and barriers associated with the implementation of this support measure, and make proposals aimed at improving the mechanism for its application,” he said.

As part of the study, the work of the governments of the Udmurt Republic, Saratov and Ivanovo regions will be checked. The review will end in March 2023.

Yesterday, November 30, Russian President Vladimir Putin at a meeting with the government said that the level of poverty in Russia decreased up to 10.5% in the first nine months of this year. Putin clarified that targeted state support made it possible to increase the incomes of the poorest 10% of the population, which increased by 27.8% compared to the third quarter of last year. “In general, there is a nominal increase in income over the nine months, it is 12.8%, but this is nominal. And we need to achieve real growth,” the head of state stressed.

According to preliminary data from Rosstat for the first half of 2022, approximately 18.9 million people, or 13% of the population of the entire country, resides in Russia below the poverty line. At the end of 2021, this share was at the level of 11% (about 16.1 million people), which was the lowest value since 2013, when the number of people living below the poverty line was 15.5 million people.
