The Accounts Chamber warned of a decrease in pension points for a number of Russians

The auditor of the Accounts Chamber, Sergei Shtogrin, said that an increase to 1.917 million rubles in the maximum base for calculating insurance premiums, which employers will begin to pay in a single payment from 2023, will provoke a decrease in pension rights for some Russian citizens. This year, the base for insurance premiums in the PFR is 1.565 million rubles, next year it is expected to grow by 22.5%.

As Shtorgon said at a meeting of the State Duma Committee on Labor and Social Policy, the new volume of the base was determined based on the forecasted average monthly salary in the country and a coefficient of 2.3. At the same time, he noted that the application of a multiplying coefficient for Russians, whose salary will grow less than the base, or will be equal to the average monthly salary in the Russian Federation, “will lead to a decrease in the pension rights they form by 11.3%.”

Russia switched to a point system for calculating pensions in 2015. According to the methodology, the year of labor activity is estimated in pension points, their number depends on the annual amount of insurance premiums from the salary. Since last year, no more than 10 points can be obtained in one year, for this the annual salary must be equal to the marginal base or higher. Accordingly, in order for pension points not to decrease, a citizen’s salary must increase by at least the same percentage as the base, notes RBC.
