The Accounts Chamber considers it necessary to change the legislation in the field of mobilization

The Accounts Chamber (AC) has prepared detailed information for the report to the State Duma – it will be held on March 16. Vedomosti got acquainted with the document, its authenticity was confirmed by the interlocutor close to the control department.

The report states that in 2022, the joint venture conducted an examination of a total of 1,352 draft legislative and other regulatory legal acts (NLA), including 29 projects containing information constituting a state secret. In particular, after the start of the special operation, the joint venture received more than 20 draft legal acts related to the introduction of amendments and clarifications to a number of federal laws and other acts. They concerned the granting of a deferment from mobilization or exclusion from the number of mobilized certain categories of citizens, the peculiarities of their pension provision, the provision of deferrals for credit obligations to individuals, etc.

“A significant number of changes made to these NLAs indicate the need to update legislation in the field of mobilization and mobilization readiness, taking into account modern realities (the presence of credit obligations for the mobilized, the need to maintain jobs for the mobilized, support for the families of mobilized citizens, etc.), as well as the need to improve the system of mobilization of the economy,” the JV report notes. The amendments that the State Duma is already making are relevant and necessary, any legislation should be improved and meet modern realities, therefore “we will continue this work together with the Ministry of Defense,” Andrey Kartapolov, chairman of the State Duma Committee on Defense, told Vedomosti.
