Testing of the federal remote electronic voting system has been completed

On Thursday evening, a two-day testing of the federal system of remote electronic voting (DEG) was completed. Potentially, almost 900 thousand Russians could take part in it, who managed to apply for the DEG and receive a response from the system that the application was taken into account. They wished to do this, according to the head of the election committee of the DEG Oleg Artamonov, about 10% of those who applied. This year, the possibility of summing up the results of the DEG in each region in accordance with its time zone was tested, so that Kamchatka would not have to wait ten hours for the results before the end of voting in Kaliningrad. During the test, one resident of Kamchatka managed to vote twice, but the system recognized this and did not count the double vote.
The final testing of the federal DEG system took place in 24 regions. These are the republics of Karelia, Crimea and Chuvashia, Altai, Kamchatka and Perm regions, Arkhangelsk, Belgorod, Vladimir, Voronezh, Kaliningrad, Kursk, Lipetsk, Moscow, Nizhny Novgorod, Novosibirsk, Orenburg, Pskov, Sverdlovsk, Tomsk, Tula, Chelyabinsk and Yaroslavl regions, as well as the Nenets Autonomous Okrug. Online voting will take place in five time zones.
In most subjects, training lasted two days – from 8:00 local time on August 30 to 20:00 on August 31. In the Sverdlovsk, Tomsk and Chelyabinsk regions, they limited themselves to one day on August 31, since there in September they will vote not for three, but for two or even one day.
According to the Central Election Commission, almost 900 thousand applications for participation in the DEG were submitted by the start of testing.
But only those voters who by that moment had received a notification about the registration of their application could participate in the training. At the same time, testing was carried out in accordance with the time zone of the region, since this year for the first time on the federal DEG platform it will be possible to decrypt the results of online voting in local time. That is, for example, the Kamchatka Territory will not have to wait for the end of voting in Kaliningrad to find out its results.
Practice voting was conducted on the portal vybory.gov.ru. Test takers in each region received a number of ballots corresponding to the number of elections they had scheduled for the upcoming Single Voting Day. Test participants were asked to vote for conditional Candidate Candidates and conditional parties.
Oleg Artamonov, chairman of the territorial election committee (TEC) of the DEG, told Kommersant that about 10% of the total number of those who applied for participation in online voting took part in testing the system.
But the situation is different in different regions. For example, in the Moscow region, the most applications were submitted, but interest in testing is lower, the head of the TEC said. “Residents of the Moscow region live close to the capital, where online services have long been in use. They have become accustomed to digital technologies, and they have a lower need to check the system’s performance,” Artamonov explained.
On testing, according to him, separate ceremonies for separating encryption keys were also worked out for each time zone – this is necessary in order to sum up the results taking into account local time.
In general, the testing went well, the chairman of the TEC DEG said.
On August 31, Telegram channels reported that in one of the districts of Kamchatka, there were one more electronic ballots “put into the ballot box” than those issued. Oleg Artamonov told Kommersant that this could happen if the voter, after sending the ballot to the ballot box, pressed the “back” button in the browser and cast his vote again. “But the system recognized it and marked it as duplicated. It’s good that such a situation happened during testing and now we know about such a nuance, ”said Mr. Artamonov. In addition, according to him, DEG observers and experts had some comments on the system interface, but the developers promise to eliminate them by the elections.
Applications for participation in the DEG in most regions are accepted until September 4, in the Sverdlovsk region – until September 5, and in the Chelyabinsk and Tomsk regions – until September 6.
Recallthat, in addition to the above-mentioned 24 regions, Moscow, which has its own platform, will also use the DEG in the September elections. During its testing on August 25, new electronic voting terminals (TEG) were tested, which will be installed at each polling station in the city. Votes cast through the TEG will immediately enter the online voting system. During the test voting, in which 430,000 voters took part, Muscovites chose what they would like to receive for the celebration of the City Day, which this year coincides with the mayoral elections. As a result, the option “Free city attractions for children of preschool and school age in city parks” won. On August 30, the acting mayor Sergei Sobyanin announced that he had decided to take into account the opinion of the citizens, therefore, on September 9 and 10, 258 attractions in 21 Moscow parks will work for free (their list is posted on the mos.ru portal).
