Tenth report of the working group on SVO: Andrey Turchak spoke about the proposals sent to the president

Emerging systemic problems in helping special operation participants and their families can be resolved

The working group on SVO has prepared the tenth report, which will be sent to the head of state. This time, the developers’ attention was aimed at overcoming the systemic problems faced by the participants of the special operation and their families. The group’s new initiatives concern additional support measures and clarification of existing mechanisms for providing assistance to fighters.

According to the head of the working group, Secretary of the General Council of United Russia, First Vice-Speaker of the Federation Council Andrei Turchak, it is proposed to clarify the procedure for lifting restrictions on the accounts of debtors participating in the SVO for the period of suspension of enforcement proceedings. Situations still arise when production is suspended, but restrictions remain.

“Work out and approve the procedure for receiving medical care for veterans and disabled combatants out of turn, including pre-registration for an appointment. Now, according to the law, there is a right to extraordinary medical care, but due to the lack of specific rules for its provision, veterans go to doctors under general conditions,” Turchak emphasized.

It is important to establish additional guarantees and incentive measures for family members of deceased SVO participants if they are planning long-term savings under the non-state pension system program. The leader of the group added that it is also necessary to equate children who have reached 18 years of age and have completed school with family members of a military personnel – for the period until September 1 of the year in which the training was completed.

“Now such children, who have graduated from school but have not yet been enrolled in universities, are left without the required social guarantees,” explained Andrei Turchak.

Separately, Turchak focused attention on the initiative to abolish the payment of state fees for registering property received under a donation agreement. Now a large number of organizations are donating equipment needed for military and humanitarian purposes to the Popular Front. This act of goodwill should not come with additional costs.

“The abolition of the state fee for registering property received under a donation agreement is very useful now. Even if this duty will not be canceled altogether, but only in the case of a donation made to public organizations. And this public organization has already donated it to the benefit of the state structure. Thus, we have a mechanism that can be exempted from the special duty in the first place. I’m not sure that legislators will generally agree to remove this duty. But removing it for a special situation would be reasonable. And it’s unlikely that legislators should be stubborn here,” commented Vasily Koltashov, director of the Institute of a New Society.

Also, at the request of the working group, the Ministry of Digital Development has prepared recommendations to mobile operators on the procedure for filing applications for suspension of mobile communication services during military service.

Andrei Turchak also reported to the President about the laws adopted in December, which were initiated by the working group. This includes granting the status of social entrepreneurs to organizations that employ Northern Military District veterans; and recognition of actual educators as beneficiaries of compulsory state insurance in the event of the death of military personnel from August 11, 2020; and guarantees to family members of former law enforcement officers to receive housing payments in the event of their death in the Northern Military District; and priority enrollment of SVO participants and their children in colleges and technical schools, regardless of the results of the school certificate and the presence of a targeted training agreement.

“During this time, on its (the working group’s) initiative, a set of measures was adopted to support the participants of the Northern Military District and measures to help the families of our soldiers were significantly expanded. We will report to the President on the results of the group’s work for the year in January,” Turchak concluded.

Let us recall that the working group to ensure interaction between public authorities and organizations on issues of mobilization preparation and mobilization, social and legal protection of citizens of the Russian Federation taking part in a special military operation and members of their families was created by order of the President on December 20, 2022. The group included representatives of both houses of the federal parliament and all parliamentary parties, the Ministry of Defense, leaders of public organizations, and leading war correspondents.
