The White House proposes to assign to its project office the status of a single decision-making center in terms of the work of the state automated system (GAS) “Management” and the procedure for the interaction of its participants. This need in the government is explained by the increase in the number of participants in project activities and the increase in the intensity of communication between them. De facto, the system will become a central link in the public administration system – a point of interface for information on the state of indicators of national projects and their financing, as well as a tool for analyzing the most effective ways to achieve national goals. Raising the status of the GAS to the level of the government is in line with the strategy of his office to reorganize project work.

The Ministry of Digital Development has prepared a draft government decree on the transfer to the government project office of the functions of a single decision-making center on the work of the State Autonomous System “Upravlenie” and the procedure for the interaction of its participants – a document involving the revision of government decree No. 1088 of December 25, 2009 is posted on the portal regulation.gov.ru . Thus, the project office will have the authority to form functional requirements for the system in terms of national (federal, regional) projects, analyze and control the quality of data, and coordinate the information interaction of its participants.

The need to create a single center is due to the increase in the number of participants in the project activity and the intensity of communication between them, the explanatory note says – it follows from it that without centralization of the management of the GAS, disparate decisions about its structure and organization lead to a decrease in the efficiency of both itself and the interaction of its participants. Recall that GAS “Upravlenie” was designed as a complex of information systems and resources necessary for decision-making in the field of public administration – de facto, the system should act as an environment for analyzing their effectiveness. It provides for the collection, accounting, processing and analysis of data from state and municipal information resources, analytical data, official state statistics, etc. The structure of working with it is complex: according to the current government decree, the presidium of the government commission on digital development (is the coordinating body for the development of the system), the Ministry of Economy, the Federal Treasury, the Federal Security Service, the Ministry of Digital Development (the customer) and other departments and organizations. Since 2014, the GAS operator has been the Federal Treasury, with the exception of the Kontur information subsystem (its operator is the FSO).

It should be noted that the prepared document is in line with the strategy of the White House apparatus for reorganizing the government’s project work (see Kommersant of December 5). It provides for a significant change in the model of its management, fixing on a permanent basis new and pilot approaches to simplify procedures, introduced in the spring of 2022 in the regime of “counter-sanction” acceleration of the government’s work. To ensure project activities, it is envisaged to use several systems integrated into existing IT structures of state administration, including just on the basis of the GAS “State Administration” – it implements an analytical subsystem that will allow us to consider the results of national, federal, departmental and regional projects in sections, that are of interest to the White House, including “going beyond” normative goal achievement and being interested in how the outcome fits into real life.
