The Yaroslavl Regional Duma has abolished the “anti-steam” norm in the elections of deputies, which is rare for Russian regions. It provided for the redistribution of the vacated “list” mandates among all parties that had overcome the five percent barrier, which made it difficult to put at the head of the lists of popular candidates who were obviously not going to be deputies (usually governors), since the party risked losing the seat. The mandate will now be passed to the next candidate on the same list. The opposition is confident that the amendments were adopted in the interests of United Russia, but hopes to take advantage of the new opportunities itself.
