State-owned companies will stop the implementation of almost half of government directives

The Government of the Russian Federation instructed to stop monitoring the implementation by state-owned companies of 21 out of more than 50 current directives, reported at the Ministry of Finance of the Russian Federation. The procedure is carried out within the framework of the “directive guillotine” proposed by the ministry.

It is reported that directives that were issued from 2013 to 2018 and have lost their relevance in connection with the achievement of the set goals will be removed from control. Thus, state-owned companies will reduce operating costs for the administration of irrelevant tasks and increase the “flexibility of operating activities,” the Ministry of Finance believes.

“The lack of a “directive guillotine” mechanism led to the fact that joint-stock companies often spent time and other resources on fulfilling, among other things, outdated directives and reporting on them, even if their execution was contrary to the business goals of the companies. Now more than 50 directives apply to companies with state participation, a significant part of them no longer correspond to the specifics of their activities, ”commented Aleksey Moiseev, deputy head of the Ministry of Finance, on the operation of the mechanism.

The second stage of the “directive guillotine” will affect the directives of 2019-2022. The provisions of the Ministry of Finance of the Russian Federation are prepared on the basis of proposals from the Federal Property Management Agency and relevant ministries.
