State Duma deputies proposed to pay foreign copyright holders for pirated screenings of films

To allow Russians to use the results of the intellectual labor of foreigners without asking their consent, a group of deputies of the lower house of parliament proposes. A draft law establishing the procedure for using the fruits of intellectual labor of residents of unfriendly countries has been submitted to the State Duma.

As it became known to “MK”, ​​the draft law refers to those works, access to which is prohibited by foreign citizens and organizations that have exclusive rights to them. We are talking, in particular, about films, music, television shows. The deputies believe that this ban should be circumvented, but not just like that: as before, you will have to pay for the use.

To put this idea into practice, it is planned to give the Government of Russia the authority to approve the list of owners of necessary, but inaccessible intellectual property products, as well as the procedure for determining the collection, distribution and payment of remuneration due to them. Users will have to submit to the authorized federal executive body reports on the use of audiovisual works, as well as other information and documents necessary to collect remuneration. The Government will also have to determine what kind of authorized body it will be.
