Deputies from the party “Fair Russia – For the Truth” (SRZP) will submit today, December 6, a draft law on the payment of an additional annual old-age pension to the State Duma, reports TASS with a link to a copy of the document. It is proposed to pay the 13th pension in December starting from the current year.
“Each pensioner who has been assigned an old-age insurance pension will be paid an additional old-age insurance pension (the so-called 13th pension) once a year in the month of December,” follows from the explanatory materials.
According to the leader of the SRZP, Sergei Mironov, the state is obliged to provide support to pensioners in the form of additional payments, since they are the most socially unprotected citizens.
“Yes, and the timing of such payments is not accidental. Before the holidays, people start borrowing more actively. Banks and microfinance organizations are most willing to give money to pensioners. Their incomes are small, but elderly people, for obvious reasons, are still considered attractive borrowers,” Mr. Mironov added. He clarified that the payment of an additional pension will help pensioners to refuse dangerous loans.
In addition, the materials of the bill note the need to double the fixed payment to the old-age insurance pension for citizens who have reached the age of 70 years. According to the current legislation, such a norm is provided only for 80-year-old citizens.
Yesterday, December 5, President Vladimir Putin installed living wage for pensioners at the level of 12,363 rubles. Also, from January 1, 2023, old-age pensions for non-working pensioners will be indexed by 4.8%.
