Secretary of the General Council of “United Russia” Andrey Turchak proposes to set the minimum amount of a one-time payment to participants in a special military operation from among the mobilized and volunteers at the level of “at least 195 thousand rubles.” To this end, he sent a letter to Prime Minister Mikhail Mishustin, in which he asks that the regions be compensated for the costs of these lifts from the federal budget. In addition, United Russia proposes to help the authorities of the constituent entities of the Russian Federation in implementing other support measures that the ruling party wants to make uniform for all participants in hostilities.
As a source close to the leadership of United Russia (ER) told Kommersant, the party plans to achieve new measures to support participants in a special military operation (SVO) and their families. To this end, the Secretary of the General Council of the United Russia Andrey Turchak prepared two letters. The first is addressed to Prime Minister Mikhail Mishustin, who recently also headed the coordinating council for meeting the needs of the Russian armed forces, and the second to the secretaries of the regional branches of United Russia. In these letters, Mr. Turchak proposes a number of new initiatives to support the mobilized, contract soldiers and volunteers.
In a message to the Prime Minister, Andrei Turchak explains that, as a rule, measures to help NWO participants depend on the financial capabilities of the regions, which gives rise to “a sense of social injustice among people involved in combat missions and risking their lives to defend the Motherland.”
Therefore, United Russia considers it possible to transfer some of these measures to the federal level, so that the authorities of the constituent entities of the Russian Federation can count on support in their implementation.
And above all, the secretary of the General Council of the United Russia proposes to establish a minimum lump-sum payment for all regions for all mobilized and volunteers. Mr. Turchak believes that it should be “not less than 195 thousand rubles”, and asks Mr. Mishustin to provide for the possibility of compensating the regions for these expenses from the federal budget in accordance with their level of budgetary security, says Kommersant’s interlocutor.
As previously reported by “Kommersant”, the amounts of lump-sum payments to mobilized people established in the regions now differ markedly, varying most often in the range from 100 thousand to 300 thousand rubles. But far from all subjects were able to find funds for this, so somewhere the amount of lifting is significantly lower, and somewhere they were completely abandoned in favor of other support measures. On October 19, the question of the material inequality of the NWO participants, who “are in the same trench and solve a common problem,” was raised at a meeting of the Federation Council. Following a short discussion, the speaker of the upper chamber, Valentina Matvienko, instructed her deputies Andrei Turchak and Nikolai Zhuravlev, together with the defense committee, to deal with the “payment system”. We also note that the amount indicated in Mr. Turchak’s letter coincides with the amount of the minimum monthly allowance for the participants of the NWO, the need to ensure the strict payment of which President Vladimir Putin also spoke at a meeting of the Security Council of the Russian Federation on October 19.
In his letters, Andrey Turchak also offers other measures to support NWO participants and their families.
So, he asks the Prime Minister to exclude for them the accrual of interest on the amount of the principal debt on mortgage and consumer loans during the period of “credit holidays” (compensation for credit organizations is also proposed to be provided from the federal budget), to establish free two meals a day for students of children of SVO participants and provide them and their families the right to free legal aid.
Finally, in an appeal to the leaders of the regional branches of the United Russia, the secretary of the party general council asks them to contribute to the introduction in their constituent entities of the Russian Federation of other measures to support the participants of the NWO, which are already being implemented in certain regions. This list, for example, includes lump-sum payments to pregnant wives and young children of participants in the special operation, preferential travel for their family members on public transport, free social services for their disabled relatives, providing children with preferential vouchers to health camps, as well as exemption from transport tax. In those subjects where such decisions have not yet been made, they are recommended to be developed “in order to provide the necessary measures to support citizens of the Russian Federation called up for military service, their families and reduce the risks of a difficult life situation in the family of a mobilized person.”
Deputies did not dare to punish for refusing to mobilize
Deputies of United Russia (ER), heads of the Duma committees on defense and security, Andrei Kartapolov and Vasily Piskarev, said that “the State Duma is not considering” a bill introducing liability for military service evasion during the period of mobilization: the initiative was considered at the very beginning of the announcement of partial mobilization , but after its completion, the relevant amendments have lost their relevance.
Earlier on Tuesday, the Izvestia newspaper announced the intention of deputies and senators of United Russia to submit to the Duma a bill on criminal penalties for draft evaders: a fine of 200,000 to 500,000 rubles, forced labor or imprisonment for up to five years. Among the authors were Messrs. Kartapolov and Piskarev, as well as the head of the Federation Council Committee on Defense Viktor Bondarev.
Criminal liability for citizens for refusing to participate in partial mobilization in the absence of a delay has not yet been described. In the Criminal Code there is only liability for evasion from military service. On September 20, the Duma adopted a bill on imprisonment for up to 10 years for voluntary surrender and up to 15 years for looting in wartime, amendments to the Criminal Code introduced the concepts of “mobilization”, “martial law” and “wartime”. In addition, a prison term is provided for leaving the unit during the period of hostilities and failure to comply with the order of the commander.
In early October, the first criminal case was initiated in Russia on evasion of mobilization under Part 1 of Art. 328 of the Criminal Code of the Russian Federation. A few days later, the prosecutor’s office canceled the decision to initiate proceedings. Andrey Klishas, head of the Federation Council Committee on Constitutional Legislation, explained that the subjects of the crime under this article are citizens “subject to conscription,” and the question of the need to amend the legislation in this part is subject to “detailed discussion” with the State Duma.
On Tuesday afternoon, deputies from relevant committees were unavailable for comment to journalists. Toward evening, Mr. Klishas wrote on Telegram that he does not consider the introduction of criminal liability for evasion of mobilization relevant at the moment, “despite the obvious gap in the legislation.” The bill was prepared, and one of the deputies “leaked” it to the media, although they were not going to introduce it in the near future, says Kommersant’s interlocutor in the Duma. An informed Kommersant source in United Russia confirms that work was underway on the document. According to him, they decided to abandon the idea precisely because one of the participants in the discussion of the initiative told reporters about it.
